B.23. \n2025 HALLOWEEN CARNAVAL STREET CLOSURES AND FACILITY\nUSES [Y. QUARKER, C. SMITH, M. REATH, J. HEREDIA]:\nSUBJECT: The City Council will consider approving street closures and\nfacility uses associated with the 2025 Halloween Carnaval event, which\nwill be held on Friday, October 31; the City Council will also consider\napproving the waiver of Special Event Permit fees for City businesses in\nan effort to encourage participation.\nRECOMMENDATIONS: 1) Approve street closures associated with the\nCity’s annual Halloween Carnaval event to be held on Friday, October 31,\n2025, as detailed in this report; 2) Approve a loss of revenue of\napproximately $11,000.00 related to the use of parking meters and various\nparking lots and structures, as detailed in this report; 3) Approve the\nwaiver of Special Event Permit fees and Encroachment Permit fees in an\namount estimated at $20,000.00 for the City businesses hosting\nHalloween events from Friday, October 24, 2025, through Sunday,\nNovember 2, 2025, in celebration of Halloween; 4) Authorize up to\n$12,500.00 to cover Los Angeles County Fire Department site plan review\nfees related to the waived Special Event Permits associated with City\nbusiness activations between Friday, October 24, 2025, through Sunday,\nNovember 2, 2025, in celebration of Halloween; 5) Lift residential permit\nparking Citywide between 11:00 a.m. on Friday, October 31, 2025,\nthrough 12:00 p.m. on Saturday, November 1, 2025; and 6) Authorize the\nCity Manager or his designee to approve modifications to event production\nplans.
