VASQUEZ]:\nSUBJECT: The City Council will consider approving Amendment No. 5 to\nthe Agreement for Services with MV Transportation, Inc. to provide shuttle\ntransportation services and approving the purchase of three shuttle\nvehicles from Specialty Vehicles.\nRECOMMENDATIONS: 1) Approve Amendment No. 5 to the Agreement\nfor Services with MV Transportation, Inc. (MV Transportation) to amend\nthe scope of services and increase the amount of the Agreement by\n$716,220.67 for a total not-to-exceed amount of $19,896,186.67 through\nJune 30, 2026; 2) Authorize the City Manager to negotiate and enter into\nan Agreement on behalf of the City with Specialty Vehicles for the\npurchase of three shuttle vehicles in an amount not-to-exceed of\n$395,000.00; 3) Authorize the Director of Finance & Technology Services\nto allocate $436,000.00 from unallocated Proposition A Fund reserves in\nFiscal Year 2026 for the purchase of three shuttle vehicles, including\nassociated tax and registration fees; and 4) Authorize the City Manager or\ndesignee to execute documents incident to the Agreement.

ARREDONDO]:\nSUBJECT: The City Council will receive an update on harm reduction\nefforts in response to the April 21, 2025, directive to explore fentanyl\ndetection devices, harm reduction vending machines, and integration with\nthe current social services RFP recommendations, including a new\nAgreement for Services related to a harm reduction awareness campaign.\nRECOMMENDATIONS: 1) Receive an update on the City’s progress in\nexpanding harm reduction services; and 2) Approve an Agreement for\nServices with Being Alive for $20,613.00 to support a harm reduction\nawareness and social media campaign and authorize the City Manager or\ndesignee to execute documents incident to the agreement.

HAMANT]:\nSUBJECT: The City Council will consider increasing the Purchase Order\nissuance authorization amount with Johnson Control, Inc., pursuant to the\nSourcewell Collaborative Agreement, to provide Citywide HVAC systems\ngoods and services.\nRECOMMENDATION: Authorize staff to increase the Purchase Order\nissuance authorization amount with Johnson Controls, Inc., pursuant to\nthe Sourcewell Collaborative Agreement, to provide Citywide HVAC\nsystems goods and services by $500,000.00 for a new total not-to-exceed\namount of $2,811,725.00.

B.22. \n2026 LOS ANGELES MARATHON STREET CLOSURES [Y.\nQUARKER, C. SMITH, M. REATH, J. HEREDIA]:\nSUBJECT: The City Council will consider approving the closure of\nportions of Sunset Boulevard, North San Vicente Boulevard, Santa Monica\nBoulevard, and North Doheny Drive to accommodate the 41st annual Los\nAngeles Marathon on Sunday, March 8, 2026.\nRECOMMENDATIONS: 1) Approve street closures associated with the\nannual Los Angeles Marathon event to be held on Sunday, March 8, 2026,\nas detailed in this report; and 2) Authorize the City Manager or his\ndesignee to negotiate with event producers regarding additional route,\nprogramming, or sponsorship requests.

B.23. \n2025 HALLOWEEN CARNAVAL STREET CLOSURES AND FACILITY\nUSES [Y. QUARKER, C. SMITH, M. REATH, J. HEREDIA]:\nSUBJECT: The City Council will consider approving street closures and\nfacility uses associated with the 2025 Halloween Carnaval event, which\nwill be held on Friday, October 31; the City Council will also consider\napproving the waiver of Special Event Permit fees for City businesses in\nan effort to encourage participation.\nRECOMMENDATIONS: 1) Approve street closures associated with the\nCity’s annual Halloween Carnaval event to be held on Friday, October 31,\n2025, as detailed in this report; 2) Approve a loss of revenue of\napproximately $11,000.00 related to the use of parking meters and various\nparking lots and structures, as detailed in this report; 3) Approve the\nwaiver of Special Event Permit fees and Encroachment Permit fees in an\namount estimated at $20,000.00 for the City businesses hosting\nHalloween events from Friday, October 24, 2025, through Sunday,\nNovember 2, 2025, in celebration of Halloween; 4) Authorize up to\n$12,500.00 to cover Los Angeles County Fire Department site plan review\nfees related to the waived Special Event Permits associated with City\nbusiness activations between Friday, October 24, 2025, through Sunday,\nNovember 2, 2025, in celebration of Halloween; 5) Lift residential permit\nparking Citywide between 11:00 a.m. on Friday, October 31, 2025,\nthrough 12:00 p.m. on Saturday, November 1, 2025; and 6) Authorize the\nCity Manager or his designee to approve modifications to event production\nplans.

COLLINS, J.\nGILMOUR]:\nSUBJECT: The City Council will consider accepting an easement and right\nof way for street and sidewalk purposes along the Greenacre Avenue\nfrontage of the 1212 Greenacre, LLC development project located at 1212\nGreenacre Avenue.
