10D. CONSIDERATION OF A RESOLUTION DECLARING SURPLUS AND\nAPPROVING DISPOSITION OF RETIRED FLEET EQUIPMENT & VEHICLES,\nIMPLEMENTING AN IN-HOUSE VEHICLE AUCTION PROGRAM FOR\nSELECT VEHICLES, AND AWARDING A CONTRACT FOR PROFESSIONAL\nAUCTION SERVICES TO JJ KANE ASSOCIATES, INC.\nStaff Recommendation\nAdopt Resolution No 25-115, which will:\n1. Authorize staff to develop a staff-managed municipal auction program\nmanaged to promote resident participation and access to purchase surplus\nvehicles.\n2. Declare the vehicles and equipment listed on Attachment No. 1 - Exhibit A of\nthe Administrative Report dated August 19, 2025, and on file with the City\nClerk, as surplus.\n3. Award a five-year contract to JJ Kane Associates, Inc. for Auction Services in\nan amount not to exceed $75,000.\n4. Approve, and authorize the City Manager to execute, Contract No. C25-38,\nby and between the City of San Clemente and JJ Kane Associates, Inc.,\nproviding for Auction Services, in an amount not to exceed $75,000, and\nauthorize the City Manager to exercise additional 1-year renewal options\nbased on performance.\n5. Authorize the disposition of surplus property using a combination of City\nstaff-managed and third-party auction services pursuant to Policy No. 201-24.\nAugust 19, 2025
