Adopt Urgency Ordinance No. ____, entitled: AN\nURGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF\nLAKE FOREST ESTABLISHING A TEMPORARY MORATORIUM ON\nMASSAGE ESTABLISHMENTS PENDING STUDY AND THE\nPREPARATION OF AN UPDATE TO THE CITY’S MUNICIPAL CODE\nAND ZONING CODE AND DETERMINING THE ORDINANCE TO BE\nEXEMPT FROM CEQA.
