8.5 DECLARING BALLOT RESULTS FOR THE LEVY OF NEW OR INCREASED\nASSESSMENTS RELATED TO THE LYNWOOD LIGHTING ASSSESMENT DISTRICT\nFY 2025/2026 AND LYNWOOD LANDSCAPE MAINTENANCE ASSESSMENT\nDISTRICT FY 2025/2026\nComments:\nThe Lynwood Lighting Assessment District was formed in 1981 under the Landscaping\nand Lighting Act of 1972. The cost of maintenance, including the assessment engineering\ncosts and administration, can be levied annually against the properties that receive the\nbenefits thereby relieving the General Fund of those costs. Property owners can be\nassessed only for the special benefits received. The assessments are levied as a fair and\nequitable way to provide funds to maintain, operate and improve the lighting throughout\nthe City.\nThe Lynwood Landscape Maintenance Assessment District was first established in 1978\nunder the Landscaping and Lighting Act of 1972. The cost of maintenance, including the\nassessment engineering costs and administration, can be levied annually against the\nproperties that receive the benefits thereby relieving the General Fund of those costs.\nProperty owners can be assessed only for the special benefits received. The\nassessments are levied as a fair and equitable way to provide funds to maintain, operate\nand improve the landscaped areas in the City. The plans and specifications both Districts\nare on file in the Office of the Director of Public Works.\nOn June 3, 2025, the City Council adopted resolutions Initiating Proceedings for the\nAnnual Levy of Assessments and Balloting Procedures to Levy Proposed New or\nIncreased Assessments, Declaring its Intention to Order the Levy and Collection of\nAnnual Assessments and to Ballot Property Owners for Fiscal Year 2025/2026 within the\nLighting and Landscape Maintenance Assessment District, and Preliminary Approval of\nthe Annual Engineer’s Report Including Proposed New or Increased Assessments for the\nLandscape Maintenance Assessment District.\nOn August 5, 2025, a public hearing was conducted for the levy or new or increase\nassessments for both the Lynwood Lighting Assessment District and the Lynwood\nLandscape Maintenance Assessment District. Ballot tabulation was open to public to\nwitness and continued on August 6, 2025.
