8.10 CONSIDERATION TO CANCEL AND DECLARE FUTURE COUNCIL MEETINGS AS\n'DARK'\nComments:\nThe meetings scheduled for the first Tuesday in September and January have been\ndeclared dark in previous years due to their proximity to the Labor Day and New Year’s\nholidays. Staff recommends continuing this practice for the upcoming meetings on\nSeptember 2, 2025, and January 6, 2026. (CM)\nRecommendation:\nStaff recommends that the City Council consider cancelling and declaring the first\nmeeting in September and the first meeting in January as 'dark'.

8.5 DECLARING BALLOT RESULTS FOR THE LEVY OF NEW OR INCREASED\nASSESSMENTS RELATED TO THE LYNWOOD LIGHTING ASSSESMENT DISTRICT\nFY 2025/2026 AND LYNWOOD LANDSCAPE MAINTENANCE ASSESSMENT\nDISTRICT FY 2025/2026\nComments:\nThe Lynwood Lighting Assessment District was formed in 1981 under the Landscaping\nand Lighting Act of 1972. The cost of maintenance, including the assessment engineering\ncosts and administration, can be levied annually against the properties that receive the\nbenefits thereby relieving the General Fund of those costs. Property owners can be\nassessed only for the special benefits received. The assessments are levied as a fair and\nequitable way to provide funds to maintain, operate and improve the lighting throughout\nthe City.\nThe Lynwood Landscape Maintenance Assessment District was first established in 1978\nunder the Landscaping and Lighting Act of 1972. The cost of maintenance, including the\nassessment engineering costs and administration, can be levied annually against the\nproperties that receive the benefits thereby relieving the General Fund of those costs.\nProperty owners can be assessed only for the special benefits received. The\nassessments are levied as a fair and equitable way to provide funds to maintain, operate\nand improve the landscaped areas in the City. The plans and specifications both Districts\nare on file in the Office of the Director of Public Works.\nOn June 3, 2025, the City Council adopted resolutions Initiating Proceedings for the\nAnnual Levy of Assessments and Balloting Procedures to Levy Proposed New or\nIncreased Assessments, Declaring its Intention to Order the Levy and Collection of\nAnnual Assessments and to Ballot Property Owners for Fiscal Year 2025/2026 within the\nLighting and Landscape Maintenance Assessment District, and Preliminary Approval of\nthe Annual Engineer’s Report Including Proposed New or Increased Assessments for the\nLandscape Maintenance Assessment District.\nOn August 5, 2025, a public hearing was conducted for the levy or new or increase\nassessments for both the Lynwood Lighting Assessment District and the Lynwood\nLandscape Maintenance Assessment District. Ballot tabulation was open to public to\nwitness and continued on August 6, 2025. 8.6 APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO SOLICIT\nA NOTICE INVITING BIDS FOR THE CDBG FY2025-26 STREET IMPROVEMENT\nPROJECT (NORTON AVE AND CARLIN AVE) - CDBG FUNDED PROJECT NO.\n2941.68.179\nComments:\nThe CDBG FY2025-26 Street Improvement Project will include the removal and\nreplacement of the asphalt concrete street surface, and installation of new striping. The\nimprovements will be for Norton Avenue from MLK Blvd to Long Beach Blvd, and Carlin\nAvenue from Thorson Avenue to Bradfield Avenue. Staff is requesting City Council to\napprove the bid plans and specifications and advertise bidding on the CDBG FY2025-26\nStreet Improvement Project. 8.7 AWARD OF DESIGN CONTRACT TO INFRASTRUCTURE ARCHITECTS INC. FOR\nTHE DESIGN OF TRANSIT CENTER IMPROVEMENTS, CIP NO. 4011.68.012\nComments:\nThe City of Lynwood Public Works Department is planning the redesign and preliminary\nconstruction for the Transit/Community Center to better serve its operations. The\ncompletion of these Transit/Community Center Improvements will also enhance\ncommunity engagement. The project includes a reconfiguration of interior spaces,\nexpansion of usable areas, and upgraded amenities including classrooms, a gym, a\ncoffee shop, and community spaces. This renovation will revitalize an aging facility into a\nmodern, multi-functional civic hub while improving accessibility to the Lynwood residents.\n(PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AWARDING A\nCONTRACT TO INFRASTRUCTURE ARCHITECHTS INC. 8.8 APPROVE CIVILTEC ENGINEERING TO PROVIDE PROFESSIONAL ENGINEERING\nSERVICES FOR THE DESIGN OF FY 26 – WATER MAIN REPLACEMENT PROJECT,\nCIP PROJECT NO. 6302.68.151.\nComments:\nAs part the City’s annual water main replacement project, the City will be upgrading the\nexisting water mains around the Yvonne Burke – John D. Ham Park (Ham Park). Staff\nrequested a proposal from On call professional utility engineering firm Civiltec\nEngineering for the Design of FY26 – Water Main Replacement Project for the City of\nLynwood. Staff is recommending City Council approve the proposal. 8.9\nREJECTION OF BIDS FOR THE 3-YEAR CONTRACT FOR UTILITY SUPPORT AND\nMANAGEMENT SERVICES FOR THE CITY’S PUBLIC WORKS DEPARTMENT AND\nAUTHORIZATION TO READVERTISE A REQUEST FOR QUALIFICATIONS\nComments:\nStaff prepared a Request for Qualifications (RFQ) for a consulting firm to provide utility\nsupport and management services for the next three (3) fiscal years. The RFQ was\nreceived on May 22, 2024, by the City with four (4) firms providing a proposal. On\nNovember 19, 2024, staff recommended awarding a three-year contract to one of the\nproposing firms. However, the City received a bid protest concerning the Utility Support\nand Management Services contract award process. The City engaged an independent\ninvestigator to assess the allegations and conduct a formal administrative review. The\ninvestigation, completed in August 2025, found no substantiated allegations or evidence\nof misconduct in the City’s handling of this matter. Despite the investigation’s findings,\nstaff recommends rejecting all bids received from the previous solicitation and proceeding\nwith a new RFQ process to ensure fairness and transparency moving forward. (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD REJECTING THE\nBIDS TO PROVIDE UTILITY SUPPORT AND MANAGEMENT SERVICES FOR THE\nCITY’S PUBLIC WORKS DEPARTMENT AND AUTHORIZING THE READVERTISEMENT OF A REQUEST FOR QUALIFICATIONS”

9.1 AWARD OF WASTE HAULER AUDIT CONSULTING SERVICES\nComments:\nThe City has contracted with Waste Resources, Inc. since November 2013 to provide\nexclusive solid waste handling services to residential, multi-family, commercial and\nindustrial customers within City limits.\nOn July 3, 2025, the City issued an Informal Request for Proposals (IRFP) for qualified\nconsultants to review the performance and legislative compliance of the City’s franchised\nwaste hauler which provides exclusive service to residential and commercial properties.\nThe deadline to submit proposals was July 10, 2025. (CM)\nRecommendation:\nStaff recommends that the City Council:\n1. Review the proposals from the two (2) qualified consulting firms;\n2.\nProvide staff with direction regarding the selection of the audit consulting firm to\nperform the services; and\n3. Award the contract to one of consulting firms and authorize the mayor to execute the\ncontract.

9.2 ACCEPTANCE OF THE ANNUAL SIDEWALK IMPROVEMENT PROJECT, FY 20242025 (CIP NO. 2121|2251.68.143 & 4011.68.130) AS COMPLETE\nComments:\nOn December 17, 2024, the City of Lynwood awarded a construction contract to Gentry\nGeneral Engineering. for the Sidewalk Improvement Project FY 2024-2025, CIP No.\n2121|2251.68.143 & 4011.68.130. The project has been completed and is now ready for\nacceptance by the City Council. (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ACCEPTING\nTHE ANNUAL SIDEWALK IMPROVEMENT PROJECT FY 2024-2025 CIP NO.\n2121|2251.68.143 & 4011.68.130 AS COMPLETE; AUTHORIZING THE FILING OF THE\nNOTICE OF COMPLETION WITH THE LOS ANGELES COUNTY RECORDER’S\nOFFICE AND THE RELEASE OF THE 5% RETENTION 35 DAYS AFTER THE\nACCEPTANCE.”
