8.9\nREJECTION OF BIDS FOR THE 3-YEAR CONTRACT FOR UTILITY SUPPORT AND\nMANAGEMENT SERVICES FOR THE CITY’S PUBLIC WORKS DEPARTMENT AND\nAUTHORIZATION TO READVERTISE A REQUEST FOR QUALIFICATIONS\nComments:\nStaff prepared a Request for Qualifications (RFQ) for a consulting firm to provide utility\nsupport and management services for the next three (3) fiscal years. The RFQ was\nreceived on May 22, 2024, by the City with four (4) firms providing a proposal. On\nNovember 19, 2024, staff recommended awarding a three-year contract to one of the\nproposing firms. However, the City received a bid protest concerning the Utility Support\nand Management Services contract award process. The City engaged an independent\ninvestigator to assess the allegations and conduct a formal administrative review. The\ninvestigation, completed in August 2025, found no substantiated allegations or evidence\nof misconduct in the City’s handling of this matter. Despite the investigation’s findings,\nstaff recommends rejecting all bids received from the previous solicitation and proceeding\nwith a new RFQ process to ensure fairness and transparency moving forward. (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD REJECTING THE\nBIDS TO PROVIDE UTILITY SUPPORT AND MANAGEMENT SERVICES FOR THE\nCITY’S PUBLIC WORKS DEPARTMENT AND AUTHORIZING THE READVERTISEMENT OF A REQUEST FOR QUALIFICATIONS”
