Authorization of professional services agreements with Nature Collective and\nGHD, Inc. associated with the Cardiff State Beach Living Shoreline Project\n(CP16A), using California State Coastal Conservancy (SCC) grant funds, in\nthe amount of $1,060,000, to support continued maintenance, monitoring, and\npermitting efforts for the project over the next five years. Environmental\nConsiderations: The action being considered by the City Council is not subject\nto the California Environmental Quality Act (CEQA) pursuant to Section\n15060(c)(3) of the CEQA Guidelines because it is not a "project" as per\nSection 15378(b)(5). The action authorizes staff to implement an\norganizational or administrative activity of government that by itself will not\nresult in a direct or indirect physical change in the environment.
