Council initiated item from Council Member Luke Shaffer regarding Long-Term\nGrowth Planning: Conceptual Land Use and Infrastructure Renderings for\nFuture Population Scenarios and functional use (adjacent residents i.e. south\nCarlsbad, district 4) in the City of Encinitas (75,000 / 95,000 Residents); and\nProactive Planning for Encinitas: Conceptual Land Use & Infrastructure\nScenarios to Protect Community Character and Local Control Amid State\nHousing Pressures: Visualizing Encinitas at Potential Future Population\nThresholds (75,000 / 95,000). Environmental Considerations: The action\nbeing considered by the City Council is exempt from the California\nEnvironmental Quality Act (CEQA) because it is not a "project" under Section\n15378(b)(5) of CEQA Guidelines. The action involves an organizational or\nadministrative activity of government that will not result in the direct or indirect\nphysical change in the environment.\nRecommended Action: 1) Direct staff to utilize the recently acquired\nvisualization and planning software to create 2-3 conceptual renderings for\neach of the following population thresholds: 75,000 residents and 95,000\nresidents. These renderings should include land use, transportation corridors,\npublic facilities, and infrastructure considerations. Staff may coordinate with\nplanning and public works departments to align the renderings with realistic\ndevelopment capacity and fiscal constraints. 2) Direct staff to use recently\nacquired visualization and planning software to prepare 2-3 conceptual\nrenderings for each of the following hypothetical thresholds: 75,000 residents\nand 95,000 residents. These renderings should reflect local priorities, capacity\nlimits, and fiscal realities, not state-driven quotas. These renderings should\ninclude land use, transportation corridors, public facilities, and infrastructure\nconsiderations. Staff may coordinate with planning and public works\ndepartments to align the renderings with realistic development capacity and\nfiscal constraints.
