15. PUBLIC SAFETY COMMITTEE: APPROVAL OF THE RULES AND REGULATIONS FOR THE HANDLING OF COMMUNITY\nCOMPLAINTS SENT TO THE COMMUNITY POLICE OVERSIGHT COMMISSION (CPOC)\nRecommendation: It is recommended that the City Council:\n(1)\nFind that the proposed action in the agenda report is not a project subject to the California Environmental Quality Act (CEQA)\npursuant to Section 21065 of CEQA and Sections 15060(c)(2), 15060(c)(3), and 15378 of the\nState CEQA Guidelines, and as such, no environmental document pursuant to CEQA is required; and\n(2)\nApprove the Rules and Regulations for the handling of community complaints sent to the Community Police Oversight Commission\n(CPOC).\nRecommendation of the Community Police Oversight Commission: On June 12, 2025, the CPOC voted 7-1 (with two abstentions and\none absence) to adopt the Rules and Regulations pertaining to the handling of community\ncomplaints alleging misconduct by Pasadena Police Department (PPD) employees, which are included in the agenda report as Attachment 1.\nOn July 16, 2025, the Public Safety Committee unanimously voted (with one absence) to\napprove the proposed Rules and Regulations.
