1.\nAUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT WITH GREENFIELD MANAGEMENT FOR WEED AND BRUSH\nCLEARANCE SERVICES FOR UP TO FIVE YEARS FOR A TOTAL AMOUNT NOTTO-EXCEED $995,280 (PRCS Dept.)\nRecommendation: It is recommended that the City Council:\n(1)\nFind that the project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to State CEQA\nGuidelines in accordance with Article 19, Class 1, Existing Facilities, and Class 4, Minor Alterations\nto Land, as well as being statutorily exempt from CEQA in accordance with Public Resources Code Section 21080(b) and CEQA Guidelines\nSection 15269 as an action necessary to prevent or mitigate an emergency; and\n(2)\nAuthorize the City Manager to award contract to lowest and best bid dated July 24, 2025 submitted by Greenfield Management in\nresponse to the plans and specifications for Weed and Brush Clearance, for Parks,\nRecreation and Community Services and authorize the City Manager to enter into a five-year contract for an amount not-to-exceed $995,280\nwhich includes the base contract amount of $904,800 and a contingency of $90,480 to\nprovide for any necessary change orders.

FINANCE COMMITTEE: AMENDMENTS TO THE CITY MANAGER’S FISCAL YEAR 2026 ADOPTED OPERATING BUDGET (Office of the\nCity Manager)\nRecommendation: It is recommended that the City Council:\n1)\nFind that the recommended action is exempt from the California Environmental Quality Act ("CEQA") pursuant to Public Resources\nCode 21065 and within the meaning of the State CEQA Guidelines Sections 15060(c) and\n15378(b); and\n2)\nAmend the City Manger’s Fiscal Year (FY) 2026 Adopted Operating Budget as detailed in the agenda report by increasing revenue and\nappropriations by $358,641 and adding 2.0 FTE limited-term positions, and converting\ntwo 1.0 FTE limited-term positions to regular-term.

PUBLIC SAFETY COMMITTEE: APPROVAL OF THE RULES AND REGULATIONS FOR THE BIANNUAL MEETING OF COMMUNITY\nPOLICE OVERSIGHT COMMISSION AND PASADENA POLICE DEPARTMENT\nLEADERSHIP (CPOC)\nRecommendation: It is recommended that the City Council:\n(1)\nFind that the proposed action in the agenda report is not a project subject to the California Environmental Quality Act (CEQA)\npursuant to Section 21065 of CEQA and Sections 15060(c)(2), 15060(c)(3), and 15378 of the\nState CEQA Guidelines, and as such, no environmental document pursuant to CEQA is required; and\n(2)\nApprove the Rules and Regulations for the biannual meeting of the Community Police Oversight Commission (CPOC) Chair and Vice\nChair and Pasadena Police Department (PPD) leadership.\nRecommendation of the Community Police Oversight Commission: On June 12, 2025, the CPOC unanimously voted (with one absence) to\nadopt the Rules and Regulations regarding the biannual meeting of CPOC Chair and Vice\nChair and PPD leadership, which\nare included in the agenda report as Attachment 1. On July 16, 2025, the Public Safety Committee unanimously voted (with one absence) to\napprove the proposed Rules and Regulations.

17.\nPROPOSED PERMIT FEE REDUCTIONS FOR EATON FIRE REBUILD SITES (Planning & Community Development Dept.)\nRecommendation: It is recommended that the City Council:\n(1)\nFind that the recommended fee reductions are exempt from the California Environmental Quality Act (“CEQA”) pursuant to State CEQA\nGuidelines per Section 15061(b)(3);\n(2)\nAdopt a resolution amending the Fiscal Year (FY) 2026 General Fee Schedule to reduce or waive various Plan Check and Permit Fees for\nrebuilding eligible residential structures destroyed in the Eaton Fire;\n(3)\nDirect the City Attorney to prepare within 30 days an ordinance to amend Title 4 of the Pasadena Municipal Code (PMC) to exempt qualified\nreconstruction of eligible residential structures destroyed by the Eaton Fire from the\nCity’s fees for Construction Tax; and\n(4)\nDirect staff to explore other means of recovering the foregone fees.\nRecommendation of the Economic Development & Technology Committee: On July 15, 2025, the Economic Development & Technology\nCommittee (EdTech) recommended the City Council approve the proposed fee reductions for\nrebuilding eligible single-family\nstructures destroyed in the Eaton Fire as follows:\n1) Waive plan check and building permit fees collected into the Building Fund (204) and the General Fund (101) with a total estimated\ncost of $3,203,500;\n2) Waive the Refuse Collection Administrative Fee and reduce the Deposit for the Construction & Demolition Waste Management\ncollected in the Refuse Collection Fund (406) to a flat $1,000 per site reducing the overall funds\ncollected from $1,500,000 to $125,000;\n3) Waive Sidewalk Inspection and Repair Fees collected in the Project Management Fund (301) with a cost amount of $14,250 for the\ninspections and an estimated cost of $225,000 for the repairs for a total $239,250;\n4) Waive Fire Sprinkler and Landscape Review Fees collected in the Building Fund (204) with a total cost amount of $303,625;\n5) Waive Electric Service Fees collected in the Electric Service Fund (411) with a total estimated cost amount of $504,000;\n6) Defer discussion for Pasadena Water and Power (PWP) fees collected in the Water Service Fund (412) with a total estimated cost of\n$3.5 million for PWP water service customers.\nThe reductions outlined above would apply to projects that meet all of the following (eligible sites):\n1) Single-family properties that were owner-occupied as of January 7, 2025, and the same owner (or a member of the same owner’s\nfamily) is the applicant;\n2) The reconstruction of ‘like-for-like’ single-family properties as allowed under the City’s Rebuild Ordinance adopted March 24, 2025; and\n3) The reconstruction of red-tagged structures (primary dwelling and required parking) and not to the construction of new detached\nstructures such as an accessory dwelling unit (ADU) that did not exist prior to the fire.\nSince the EdTech Meeting of July 15, 2025 staff heard from rebuild property owners requesting that the fee waivers be expanded from the\ncriteria above to include the following:\n1) Owner-occupied condominium units;\n2) Owners who select a relocated home or a prefabricated, modular home. This category may exceed the 10% or 200 square foot like for\nlike square footage cap but must still meet all other like for like provisions (height,\nsetbacks etc.) and meet the square footage requirements of the Zoning Code.\nStaff is supportive of the expanded eligibility criteria. Only four condominium units on the same site were lost and relocated or manufactured\nhomes are based on floor plans that in most cases cannot be modified. With all other zoning\nrequirements being met, there will be little to no impact.

6.\nAUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT WITH TDG ENGINEERING, INC., TO DELIVER CONCEPTUAL\nDEVELOPMENT, PRELIMINARY ENGINEERING AND FINAL DESIGN SERVICES\nFOR PASADENA GREENWAYS FOR A TOTAL AMOUNT NOT-TO-EXCEED $1,092,594 (Transportation Dept.)\nRecommendation: It is recommended that the City Council:\n(1)\nFind that the action proposed in the agenda report is not a “project” subject to the California Environmental Quality Act (CEQA) pursuant to\nState CEQA Guidelines Section 21065 and within the meaning of Section 15378(b);\nand\n(2)\nAuthorize the City Manager to enter into a contract with TDG Engineering, Inc., as the result of a competitive selection process, as\nspecified by Section 4.08.047 of the Pasadena Municipal Code, for professional engineering\nservices for the Pasadena Greenways in the amount not-to-exceed $1,092,594, which includes the base contract amount of $586,313 to\ndevelop conceptual and preliminary design (Phase 1), the option for additional services to\ndeliver Final Design including Plans, Specifications and Estimates (PS&E) in the amount of $406,281 (Phase 2), and a contingency amount of\n$100,000 for any necessary change orders subject to City Manager approval.\nCompetitive price bidding is not required pursuant to City Charter Section 1002(F) (Contracts for professional or unique services).

7.\nFINANCE COMMITTEE: AUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT FOR THE PURCHASE OF 17 FUEL CELL\nELECTRIC BUSES FROM NEW FLYER OF AMERICA, INC., FOR PASADENA\nTRANSIT FOR A NOT-TO-EXCEED AMOUNT OF $32,050,255 (Transportation Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed action in the agenda report is exempt from the California Environmental Quality Act (CEQA) pursuant to State\nCEQA Guidelines Section 15061(b)(3);\n(2) Authorize the City Manager to enter into a contract with New Flyer of America, Inc., for the procurement of 17, 40-foot Fuel Cell Electric\nBuses (FCEB), based on the California Association for Coordinated Transportation\n(CALACT)/Basin Transit Purchasing Cooperative pricing, for an amount not-to-exceed $32,050,255, which includes the base contract amount\nof $29,136,595 and a contingency of $2,913,660 (10%) to provide for any necessary\nchange orders;\n(3) Authorize the inclusion of an option to purchase up to two additional 40-foot FCEBs from New Flyer of America, Inc., with pricing\nadjusted per the CALACT/Basin Transit Purchasing Cooperative contract under the same terms\nand conditions, with funding for these option buses subject to future council approval and availability of funds;\n(4) Authorize the City Manager to approve no-cost amendments to the subject contract including durational extensions;\n(5) Amend the FY 2026 Capital Improvement Budget by appropriating $14,196,701 as detailed in the Fiscal Impact section of the agenda\nreport; and\n(6) Find that neither Competitive Bidding nor Competitive Selection are required pursuant to City Charter Section 1002(H) contracts with\nother governmental entities or their contractors for labor, materials, supplies or services, and\nPasadena Municipal Code Section 4.08.049(B), contracts for which the City's best interests are served.\nCORRESPONDENCE
