8I. Authorize to enter into a Professional Services Agreement with Bureau Veritas\nTechnical Assessment LLC to provide a citywide Facilities Condition\nAssessment. Environmental Considerations: The action being considered by\nthe City Council is exempt from the California Environmental Quality Act\n(CEQA) because it is not a "project" under Section 15378(b)(5) of CEQA\nGuidelines. The action involves an organizational or administrative activity of\ngovernment that will not result in the direct or indirect physical change in the\nenvironment. Contact Person: Senior Management Analyst Elmore\nRecommended Action: 1) Authorize the City Manager, or designee, in\nconsultation with the City Attorney, to execute an agreement with Bureau\nVeritas Technical Assessments LLC for professional services in substantial\nform, in the amount of $339,377.66, plus a five percent (5%) contingency, for a\none-year-term, with an option to extend upon mutual consent, for one\nadditional one-year term, for a not-to-exceed two-year term and for a total\nagreement cost not to exceed $356,346.54; and 2) Adopt Resolution No.\n2025-49 titled, "A Resolution of the City Council of the City of Encinitas,\nCalifornia, Amending the Fiscal Year 2025-26 Budget."\n2025-08-27 Item 08I Award Facilities Condition Assessment Agreement
