3.A.2. Second Reading to Adopt Ordinance No. 25-07 to Amend Section 10.16.210\n(Commercial Vehicles) of Chapter 16 (Parking and Traffic Control) of Title 10\n(Vehicles and Traffic) of the San Jacinto Municipal Code, Relating to the\nRegulation of Commercial Vehicle Parking and the Establishment of a Limited\nExemption for Historic Commercial Vehicles.\nRECOMMENDATION:\nStaff recommends that the City Council:\n1. Determine that the proposed ordinance is not subject to the California\nEnvironmental Quality Act (CEQA) under Sections 15060(c)(2) and\n15060(c)(3) of the CEQA Guidelines because it will not result in a direct or\nreasonably foreseeable indirect physical change in the environment and does\nnot constitute a “project” as defined by CEQA; further, the ordinance qualifies\nfor the “common sense” exemption under Section 15061(b)(3), as it can be\nseen with certainty that there is no possibility it may have a significant effect\non the environment since it does not authorize new development, grading, or\nconstruction, nor does it modify land use designations, zoning entitlements, or\ndensity, but instead establishes a narrow exemption for a limited number of\nhistoric commercial vehicles on qualifying residential rural parcels along with\nclarifying updates to the definition of “commercial vehicle.”; and,\n2. Conduct a second reading and Adopt Ordinance No. 25-07, entitled:\nAn Ordinance of the City of San Jacinto Amending Section 10.16.210\n(Commercial Vehicles) of Chapter 16 (Parking and Traffic Control) of\nTitle 10 (Vehicles and Traffic) of the San Jacinto Municipal Code,\nRelating to the Regulation of Commercial Vehicle Parking and the\nEstablishment of a Limited Exemption for Historic Commercial\nVehicles.\nDepartment:\nCommunity Development
