12) DISCUSSION AND CONSIDERATION FOR EMERGENCY APPROVAL OF A CONTRACT SERVICES\nAGREEMENT WITH GENERAL PUMP COMPANY FOR THE REHABILITATION OF POTABLE\nWATER PRODUCTION WELL 2A\nRecommend that the City Council find the following by 4/5 vote:\na. Find that emergency conditions persist in that there remains a clear and present danger\nrequiring immediate action to prevent or mitigate the loss or impairment of life, health,\nproperty or essential public service;\nb. Approve without formal competitive bidding, the attached emergency Contract Services\nAgreement with General Pump Company (Contract No. 2411) for the rehabilitation of\npotable water production at Well 2A, in an amount not to exceed $620,157.60. Pursuant to\nPublic Contract Code Sections 1102 and 22050 as well as San Fernando Municipal Code\nSection 2-804, find that an emergency warranting the waiver of formal competitive bidding\nexists justifying the award of the above referenced Contract Services Agreement to General\nPump Company to restore water supply and prevent water service disruptions; and\nc. Authorize the City Manager, to execute the same on behalf of the City subject to such\nnon-substantive and clarifying edits as may be warranted in consultation with the City\nAttorney.
