11) A PUBLIC HEARING TO CONSIDER AND ADOPT A RESOLUTION ESTABLISHING THE\nALLOCATION OF COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS FOR FISCAL YEAR\n2025-2026, AND ADOPT A RESOLUTION APPROPRIATING THE FUNDS\nRecommend that the City Council:\na. Conduct a Public Hearing;\nb. Pending public testimony, adopt Resolution No. 8405 approving and establishing the\nallocation of Community Development Block Grant Funds for Fiscal Year 2025-2025;\nc. Authorize the City Manager, or designee, to submit documentation conveying the City\nCouncil’s Resolution to the Los Angeles County Community Development Authority for\napproval; and\nd. Adopt Resolution No. 8411 amending the Fiscal Year 2025-2026 Adopted Budget to\nappropriate the grant revenues and expenses.\nADMINISTRATIVE REPORTS

12) DISCUSSION AND CONSIDERATION FOR EMERGENCY APPROVAL OF A CONTRACT SERVICES\nAGREEMENT WITH GENERAL PUMP COMPANY FOR THE REHABILITATION OF POTABLE\nWATER PRODUCTION WELL 2A\nRecommend that the City Council find the following by 4/5 vote:\na. Find that emergency conditions persist in that there remains a clear and present danger\nrequiring immediate action to prevent or mitigate the loss or impairment of life, health,\nproperty or essential public service;\nb. Approve without formal competitive bidding, the attached emergency Contract Services\nAgreement with General Pump Company (Contract No. 2411) for the rehabilitation of\npotable water production at Well 2A, in an amount not to exceed $620,157.60. Pursuant to\nPublic Contract Code Sections 1102 and 22050 as well as San Fernando Municipal Code\nSection 2-804, find that an emergency warranting the waiver of formal competitive bidding\nexists justifying the award of the above referenced Contract Services Agreement to General\nPump Company to restore water supply and prevent water service disruptions; and\nc. Authorize the City Manager, to execute the same on behalf of the City subject to such\nnon-substantive and clarifying edits as may be warranted in consultation with the City\nAttorney.

13) DISCUSSION AND CONSIDERATION ON WHETHER RESOLUTIONS BE INCORPORATED INTO\nTHE EXISTING CITY RECOGNITION REQUEST PROCESS AND DETAILS ON POTENTIAL DESIGN\nOPTIONS FOR CERTIFICATES\nRecommend that the City Council provide directions on the following:\na. Whether to update the City’s Recognition Request Policy and Procedure to include\nResolutions as an additional form of recognition; and\nb. Whether to explore design upgrade options for proclamations and certificates, including\ncost considerations.

14) DISCUSSION AND CONSIDERATION REGARDING AN UPDATE ON EXPLORING FACILITY\nOPTIONS FOR COLLABORATION WITH THE MEXICAN CONSULATE TO HOST “CONSULATE ON\nWHEELS PROGRAM” EVENT\nRecommend that the City Council:\na. Receive and discuss an update on collaboration with the Mexican Consulate on providing\nConsulate on Wheels services in San Fernando; and\nb. Provide direction on the selection of a facility to host the Mexican Consulate’s “Consulate\non Wheels” Services in October 2025, including consideration of the San Fernando Aquatic\nCenter conference room or the San Fernando Recreation Park Multi-Purpose Room.

Approve a First Amendment to the Professional Services Agreement with The Language\nPros (Contract No. 2328(a)) to increase the compensation up to $40,000 per fiscal year, and\nextend the term to June 30, 2026, with an option to extend for four one-year terms; and\nb. 6)\nCONSIDERATION TO ADOPT A RESOLUTION ACCEPTING THE DEPARTMENT OF ALCOHOLIC\nBEVERAGE CONTROL ALCOHOL POLICING PARTNERSHIP GRANT FUNDS TO SUPPORT THE SAN\nFERNANDO POLICE DEPARTMENT’S UNDER-AGE ALCOHOL PURCHASE PREVENTION\nPROGRAM, AND ADOPT A RESOLUTION TO APPROPRIATE THE FUNDS FOR FISCAL YEAR 20252026 ADOPTED BUDGET\nRecommend that the City Council:\na. Adopt Resolution No. 8407 authorizing the City Manager to execute Standard Agreement\nNo. 25-APP40 (Contract No. 2423), accepting Department of Alcoholic Beverage Control\nAlcohol Policing Partnership Grant Funds in the amount of $75,000, to support the San\nFernando Police Department’s under-age alcohol purchase prevention program aimed to\nreduce underage drinking, reduce youth access to alcoholic beverages through the\neducation of alcohol licensees, and enforcement intervention; and\nb. Adopt Resolution No. 8408 amending the budget for Fiscal Year 2025-2026 to appropriate\nthe grant revenues and expenses.

7)\nCONSIDERATION TO AWARD A PROFESSIONAL SERVICES AGREEMENT TO CIVILTEC\nENGINEERING INC. FOR ENGINEERING DESIGN SERVICES OF WELL 2A NITRATE TREATMENT\nSYSTEM\nRecommend that the City Council:\na. Award a Professional Services Agreement to Civiltec Engineering Inc. (Contract No. 2424) in\namount not to exceed $378,390, to provide Professional Engineering Design Services for\nthe Development of a new Well 2A Nitrate Treatment System;\nb. Authorize the City Manager to approve a contingency up to an amount not to exceed 15%\nof the contract price for any unforeseen conditions or change in work related to the\ncontract; and\nc. Authorize the City Manager, or designee, to make non-substantive changes and execute\nthe Agreement.

8)\nCONSIDERATION TO APPROVE A THIRD AMENDMENT TO A CONTRACT SERVICES\nAGREEMENT WITH ENVIROGEN TECHNOLOGIES, INC. FOR A PROPRIETARY ION EXCHANGE\nNITRATE REMOVAL TREATMENT SYSTEM AT CITY’S GROUNDWATER WELL 2A\nRecommend that the City Council:\na. Approve a Third Amendment to the Contract Services Agreement with Envirogen\nTechnologies, Inc. (Contract No. 1920(d)) in an amount not-to-exceed the aggregate sum of\n$2,600,000, for the purchase of a proprietary 2,000 gallons per minute Ion Exchange Nitrate\nRemoval System at Well 2A;\nb. Approve, as authorized under San Fernando Municipal Code Sections 2-804, 2-801(a)(1) and\n2-801(b) of the San Fernando purchasing ordinance, to waive formal purchasing\nrequirements to purchase special equipment and/or sole source purchases needed to be\ncompatible with existing equipment to perform complex or unique functions; and\nc. Authorize the City Manager, or designee, to execute the Amendment, subject to any\nnon-substantive corrections or clarifications in consultation with the City Attorney.

9)\nCONSIDERATION TO APPROVE THE CITY’S 2025 CROSS-CONNECTION CONTROL PLAN AND\nADOPT A RESOLUTION ADOPTING THE CONTROL PLAN AS REQUIRED BY THE STATE WATER\nRESOURCES CONTROL BOARD\nRecommend that the City Council:\na. Approve the City’s 2025 Cross Connection Control Plan; and\nb. Adopt Resolution No. 8400 adopting the City’s Cross-Connection Control Plan as required\nby the State Water Resources Control Board to ensure the protection of the public potable\nwater supply from the risk of contamination or pollution due to cross connections.\nPUBLIC HEARING
