8)\nCONSIDERATION TO APPROVE A THIRD AMENDMENT TO A CONTRACT SERVICES\nAGREEMENT WITH ENVIROGEN TECHNOLOGIES, INC. FOR A PROPRIETARY ION EXCHANGE\nNITRATE REMOVAL TREATMENT SYSTEM AT CITY’S GROUNDWATER WELL 2A\nRecommend that the City Council:\na. Approve a Third Amendment to the Contract Services Agreement with Envirogen\nTechnologies, Inc. (Contract No. 1920(d)) in an amount not-to-exceed the aggregate sum of\n$2,600,000, for the purchase of a proprietary 2,000 gallons per minute Ion Exchange Nitrate\nRemoval System at Well 2A;\nb. Approve, as authorized under San Fernando Municipal Code Sections 2-804, 2-801(a)(1) and\n2-801(b) of the San Fernando purchasing ordinance, to waive formal purchasing\nrequirements to purchase special equipment and/or sole source purchases needed to be\ncompatible with existing equipment to perform complex or unique functions; and\nc. Authorize the City Manager, or designee, to execute the Amendment, subject to any\nnon-substantive corrections or clarifications in consultation with the City Attorney.
