7.\nCity Council:\nStaff recommends that the City Council approve an 25-988\namendment to the Agreement with the Oceanside\nCommunity Service Television Corporation (KOCT)\ndesignating KOCT as an access management organization\nresponsible for public, educational and governmental\n(PEG) cable television activities for the City; approve a\none-time payment of $175,000; appropriate $175,000 from\nGeneral Fund Unassigned Fund Balance; and authorize the\nCity Manager to execute the amendment.
