City Council:\nStaff recommends that the City Council approve a Property 25-945\nUse Agreement with Vista Community Clinic for the use of\na portion of office space at the John Landes Community\nCenter building located at 2855 Cedar Road, for a four-year\nterm, for the purpose of operating Project REACH to\nprovide after school programming, youth development\nactivities, and other youth related services; and authorize\nthe City Manager to execute the agreement upon receipt of\nall supporting documents.

City Council:\nStaff recommends that the City Council award a contract to 25-956\nVicon Enterprise, in the amount of $290,215, for the\nMission Basin Groundwater Purification Facility Sodium\nHypochlorite Tank and Piping Replacement and Secondary\nContainment Retrofit Project; authorize the City Engineer to\nexecute change orders up to a total of 10 percent of the\ncontract amount for any unforeseen conditions for a total\ncontract amount not to exceed $319,237; and authorize the\nCity Manager, or designee, to execute the agreement upon\nreceipt of all supporting documents.

12. City Council:\nStaff recommends that the City Council:\n1. Adopt a resolution authorizing the filing of an application\nfor a State of California, Department of Transportation\n(“CALTRANS”) Airport Improvement Program (“AIP”) grant\nand acceptance of the allocation of CALTRANS AIP\nMatching Grant funds, if awarded, in an amount not to\nexceed $12,175; authorize execution of an AIP Matching\nGrant Agreement for the Design of the East Apron\nReconstruction and Drainage Improvements Project\n(“Project”) and associated Project FAA Grant in the amount\nof $243,511, for the Bob Maxwell Memorial Airfield;\napprove a purchase order to C&S Engineers, Inc. in the\namount of $247,328; and authorize the City Manager to\nexecute the grant agreement, and any other documents\nrequired to finalize the CALTRANS grant, upon review and\napproval by the City Attorney;\n2. Appropriate the matching share to the airport\nmaintenance and operation fund, upon receipt of all\nsupporting documents.\n25-952

City Council:\nStaff recommends that the City Council adopt a resolution 25-954\nauthorizing the City to accept and appropriate a\nCALTRANS Sustainable Transportation Planning grant, in\nthe amount of $595,000, to prepare the Oceanside Active\nTransportation Plan; authorize the appropriation of $82,000\nfrom the Committed General Plan Assigned account for the\nrequired City-match; and authorize the City Manager to\nexecute all necessary grant documents.

14. City Council:\nStaff recommends that the City Council approve and adopt 25-962\nthe revised City of Oceanside Salary Schedule and\nExecutive and Senior Management Salary Schedule with\nthe effective dates contained herein.

City Council:\nStaff recommends that the City Council determine there 25-984\nremains a need to continue emergency work on the 18-inch\nMesa Loma Water Main.\nGENERAL ITEMS\nGeneral Items are normally heard after any 6:00 p.m. Public Hearing Items. However, if time permits, some\nGeneral Items may be heard prior to any 6:00 p.m. Public Hearing Items, following the Consent Calendar.\nOrdinances may be introduced at this time. The City Council/HDB/CDC/OPFA has adopted a policy that it is\nsufficient to read the title of ordinances at the time of introduction and adoption, and that full reading of\nordinances may be waived. After the City Attorney has read the titles, the City Council/HDB/CDC/OPFA may\nintroduce the ordinances in a single vote.

6.\nCity Council:\nStaff recommends that the City Council authorize the City 25-958\nEngineer to approve Construction Change Order No. 2 with\nFordyce Construction, Inc. (“Fordyce”), in the amount of\n$1,145,520, for a total contract amount not to exceed\n$5,025,043, for additional construction services for the\nCrown Heights Community Resource Center Building\n(“Crown Heights Resource Center”); authorize the City\nEngineer to approve change orders required to extend the\nrental agreement with Pacific Mobile Structures, Inc.\n(“Pacific Mobile”) as needed per the construction schedule,\nin an amount not-to-exceed $50,000; and appropriate\nadditional funds from the General Fund Assigned\nInfrastructure Reserves, in the amount of $1,003,478, to\ncover the funding gap for necessary construction repairs,\nincluding extension of the temporary facilities.

8.\nCity Council:\nStaff recommends that the City Council approve 25-934\nAmendment 3, in the amount of $561,795, to the\nProfessional Services Agreement (PSA) with Moffat &\nNichol, Inc. for a revised contract amount of $4,400,912 for\nadditional design services for the Pier View Way Bridge\nand Lifeguard Headquarters Project; and authorize the City\nManager to execute the agreement upon receipt of all\nsupporting documents.
