Introduce and place an ordinance on first reading to add\nChapter 14D to the Oceanside City Code entitled\n“Residential Tenant Protections.” (First Reading); and\n2. Accept a report on other local measures to address\ntenant protections, including rent stabilization and eviction\nprotection programs, and provide further staff direction as\nnecessary.\nA) Mayor opens public hearing\nB) Mayor requests disclosure of Councilmember and constituent contacts\nand correspondence\nC) Clerk presents correspondence and/or petitions\nD) Testimony beginning with Leilani Hines, Housing & Neighborhood\nServices Director\nE) Recommendation - introduce ordinance and accept report\nPUBLIC COMMUNICATIONS ON OFF-AGENDA ITEMS\nNo action will be taken by the City Council/HDB/CDC/OPFA on matters in this category unless it is\ndetermined that an emergency exists or that there is a need to take action that became known subsequent to\nthe posting of the agenda. The presiding officer may hear non-agenda items at any time after the 5:00 p.m.\nmeeting is called to order.
