14.\nSECOND READING AND ADOPTION ORDINANCE APPROVING ZONING TEXT\nAMENDMENT AMD-25-03, AMENDING TITLE 23 (ZONING) OF THE ALHAMBRA\nMUNICIPAL CODE TO INCORPORATE CHAPTER\n23.23\n(HISTORIC\nPRESERVATION) AND OTHER ASSOCIATED AMENDMENTS, AND AMENDING\nCHAPTER 2.41 (HISTORIC PRESERVATION COMMISSION) – F2M20-51, O2M254848\nStaff requests that the City Council declare introduced for second reading and adopt a\nHistoric Preservation Ordinance (O2M25-4848). Ordinance No. O2M25-4848 approving\nZoning Text Amendment AMD-25-03 is a City-initiated application to adopt a Historic\nPreservation Ordinance establishing regulations and standards for designating historic\nresources within the City and regulating designated resources as part of a comprehensive\nHistoric Preservation Program, as well as amending various sections of the Alhambra\nMunicipal Code to establish consistency with the proposed Historic Preservation\nOrdinance. Adoption and implementation of a Historic Preservation Ordinance aligns with\nthe goals, policies, and objectives set forth in the City’s General Plan and the City Council\n2025 Strategic Plan. The revised Historic Preservation Ordinance establishes regulations\nand standards for the treatment of historic resources City-wide that are intended to: 1.)\nBalance the interests of the community and individual property owners; 2.) Provide\nrecognition of and protection for existing historic resources; 3.) Establish incentives to\nencourage rehabilitation and preservation of historic resources; and 4.) Add predictability\nto the local development process. The Ordinance, which will apply City-wide, establishes\nthe process for determining a property’s status as a historic resource. Statuses include:\n(1) eligible or potentially eligible individual resource; (2) contributor or non-contributor in\nan eligible or potentially eligible historic district; (3) designated landmark; or (4) contributor\nor non-contributor in a designated historic district. The City Council gave first reading to\nthis ordinance at the August 25, 2025 Council meeting.\nRecommended Action:\nCity Council declare introduced for its second reading and\nadopt the following ordinance entitled:\nOrdinance No. O2M25-4848: AN ORDINANCE OF THE CITY COUNCIL OF\nTHE CITY OF ALHAMBRA ADOPTING ZONING TEXT AMENDMENT AMD25-03, AMENDING TITLE 23 (ZONING) OF THE ALHAMBRA MUNICIPAL\nCODE TO INCORPORATE CHAPTER 23.23 (HISTORIC PRESERVATION)\nAND OTHER ASSOCIATED AMENDMENTS, AND AMENDING CHAPTER\n2.41 (HISTORIC PRESERVATION COMMISSION)\nPUBLIC COMMENT FOR NON-AGENDIZED ITEMS CONTINUED (TIME LIMITATION – 5\nMINUTES PER SPEAKER)\nContinuation of public comment for speakers that wish to comment on non-agendized items, but\nwere unable to speak during the first public comment period.
