1.\nCOMMENDATIONS: AYSO REGION 60 16U BOYS NATIONAL CHAMPIONSHIP\nTEAM –– F2M25-3\nMayor Lee and the Alhambra City Council, on behalf of the citizens of Alhambra, wish to\ncongratulate and commend the the American Youth Soccer Region 60 16 and under Boys\nDivision Team for their victory in the 16 and under Boys Division National Championship\nTournament. The National Championship games spanned six days, featured 1,031 games\nplayed across 25 soccer fields, and brought together over 4,800 players, 696 coaches,\n348 teams, and filled over 3,000 referee slots. The win marks the first time the Region\nwon the National Title. The AYSO Region 60 players are to be commended for\ndemonstrating their athletic skills, their ability to work together in a spirit of commitment,\ndedication and hard work and for becoming National Champions. 10.\nFIRST CONTRACT AMENDMENT WITH HIRSCH & ASSOCIATES, INC. FOR\nPROFESSIONAL CONSULTANT\nSERVICES FOR THE DESIGN AND\nSPECIFICATIONS OF THE ALHAMBRA DOG PARK PROJECT – F2M18-35, C2M2451, M2M25-134\nOn August 26, 2024, the City Council awarded a contract to Hirsch & Associates, Inc. in\nthe amount of $155,130.00 for planning and professional engineering, and design services\nto provide plans, specifications, and bid documentation for the Alhambra Dog Park Project.\nThe first amendment to Hirsch & Associates, Inc. contract is necessary to revise the scope\nto allow for the subcontractor to satisfy the Los Angeles County's requirement for\nenvironmental testing of the site soil, most notably asking the City to investigate the\npresence or absence of landfill gas that must be completed in order for the County of Los\nAngeles to approve the Post Closure Land Use Paperwork (PCLUP) and allow\nconstruction to begin. An additional $161,120 is required to conduct further field work in\norder to obtain a PCULP.\nRecommended Action:\nCity Council approve a first amendment, subject to final\nlanguage approval by the City Manager and City Attorney, to agreement C2M24-51 with\nHirsch & Associates, Inc. for an additional $161,120.00 for unforeseen sub-consultant\nservices required by the County of Los Angeles to process the final Post Closure Land\nUse Paperwork (PCLUP) for the Alhambra Dog Park; and, direct staff to undertake the\nsteps to finalize Council’s action. 11.\nAUTHORIZE RFP: ENGINEERING DESIGN SERVICES FOR PHASE 2 TRAFFIC\nSIGNAL SYNCHRONIZATION PROJECT – ADAPTIVE/TRAFFIC RESPONSIVE\nCONTROL SYSTEMS PROJECT – F2M23-47, RFP2M25-19\nThe City has been allocated 710 Mobility Improvement Project (Measure R) funds from\nthe Los Angeles County Metropolitan Transportation Authority to implement traffic signal\nupgrades along Atlantic Boulevard, Fremont Avenue, Garfield Avenue and Valley\nBoulevard, with the goal of improving traffic flow and enhancing safety for both drivers and\npedestrians. Phase I, to develop preliminary design, inventory existing equipment, and\nidentify locations is complete; therefore, staff is seeking authorization to solicit proposals\nfor Phase II.\nRecommended Action:\nCity Council authorize the distribution of a Request for\nProposals for engineering design services for Phase 2 of the Traffic Signal\nSynchronization Project (Adaptive/Traffic Responsive Control Systems) with proposals\ndue no later than 4:00 p.m. on October 9, 2025.

14.\nSECOND READING AND ADOPTION ORDINANCE APPROVING ZONING TEXT\nAMENDMENT AMD-25-03, AMENDING TITLE 23 (ZONING) OF THE ALHAMBRA\nMUNICIPAL CODE TO INCORPORATE CHAPTER\n23.23\n(HISTORIC\nPRESERVATION) AND OTHER ASSOCIATED AMENDMENTS, AND AMENDING\nCHAPTER 2.41 (HISTORIC PRESERVATION COMMISSION) – F2M20-51, O2M254848\nStaff requests that the City Council declare introduced for second reading and adopt a\nHistoric Preservation Ordinance (O2M25-4848). Ordinance No. O2M25-4848 approving\nZoning Text Amendment AMD-25-03 is a City-initiated application to adopt a Historic\nPreservation Ordinance establishing regulations and standards for designating historic\nresources within the City and regulating designated resources as part of a comprehensive\nHistoric Preservation Program, as well as amending various sections of the Alhambra\nMunicipal Code to establish consistency with the proposed Historic Preservation\nOrdinance. Adoption and implementation of a Historic Preservation Ordinance aligns with\nthe goals, policies, and objectives set forth in the City’s General Plan and the City Council\n2025 Strategic Plan. The revised Historic Preservation Ordinance establishes regulations\nand standards for the treatment of historic resources City-wide that are intended to: 1.)\nBalance the interests of the community and individual property owners; 2.) Provide\nrecognition of and protection for existing historic resources; 3.) Establish incentives to\nencourage rehabilitation and preservation of historic resources; and 4.) Add predictability\nto the local development process. The Ordinance, which will apply City-wide, establishes\nthe process for determining a property’s status as a historic resource. Statuses include:\n(1) eligible or potentially eligible individual resource; (2) contributor or non-contributor in\nan eligible or potentially eligible historic district; (3) designated landmark; or (4) contributor\nor non-contributor in a designated historic district. 3.\nCity Council receive and file this informational report.\nCONSIDERATION OF AN ORDINANCE TO DESIGNATE FIRE HAZARD SEVERITY\nZONES (FHSZ) WITHIN THE CITY OF ALHAMBRA PURSUANT TO CALIFORNIA\nGOVERNMENT CODE SECTION 51178 AND THE CALIFORNIA FIRE CODE – F2M2549, O2M25-4849\nPursuant to State law, the California Department of Forestry and Fire Protection (CAL\nFIRE) - Office of the State Fire Marshal periodically updates Fire Hazard Severity Zone\n(FHSZ) maps for Local Responsibility Areas throughout the State. These maps identify\nvarying levels of fire hazard (Moderate, High, and Very High) based on factors including\nvegetation, topography, weather, crown fire potential, fire history, and ember production\nand movement. State law requires local jurisdictions to designate FHSZ within their\nboundaries by ordinance to ensure proper implementation of associated building\nstandards and fire safety requirements within identified zones. On March 24, 2025, CAL\nFIRE completed its latest assessment and released a map identifying FHSZ within the\nCity of Alhambra. The City of Alhambra has not been included in the CAL FIRE FHSZ\nmaps in the past. In the newly released maps, approximately less than one acre in\nAlhambra has been classified under the Very High Severity Zone designation. There are\ntwo parcels affected on Sherwood Avenue and two parcels on Keats Street. The City\nposted the map and information regarding FHSZ on the City’s website at\nhttps://www.alhambraca.gov/863/FireHazard-Severity-Zones.\nRecommended Action:\nCity Council declare introduced for its first reading the\nfollowing ordinance entitled:\nOrdinance No. O2M25-4849: An Ordinance of the Alhambra City\nCouncil to designate Fire Hazard Severity Zones\nwhich ordinance will return at a subsequent meeting for a second reading and\nconsideration for adoption.

4.\nREPORT REGARDING AGENDA PLACEMENT OF PUBLIC COMMENT FOR NONAGENDIZED ITEMS – F2M24-7\nAt the January 13, 2025 Council meeting, at Council’s direction, staff presented the results\nof a survey regarding where public comment for non-agendized items was placed on the\nagendas of surrounding cities. After receiving public comment and City Council\ndiscussion, the Council directed the agenda item of public comment for non-agendized\nitems be temporarily set to the beginning of the meeting, after any Ceremonial items, for\nan initial set time of 30 minutes for a 6-month period and directed staff return with a report\nafter that timeframe. In summary, there have been nine regular City Council meetings\nsince the placement of public comment for non-agendized items was temporarily moved\nto the beginning of the meeting. Out of those nine meetings, the majority of individuals\nwishing to speak on a non-agendized item were able to do so during the initial 30-minute\nperiod. The average number of speakers during the initial public comment period was six.\nIn those six instances where there were speakers during the continuation of public\ncomment for non-agendized items at the end of the meeting, the average number of\nspeakers was two. If it is the desire of the City Council to make this a permanent change,\nupon direction from the Council, staff can prepare an ordinance amending Chapter\n2.04.030 of the Alhambra Municipal Code pertaining to the order of business for Council\nmeetings for Council’s consideration at the next regular meeting.\nRecommended Action:\nCity Council to provide direction to staff.

5.\nAWARD CONTRACT: PROFESSIONAL SCADA SERVICES AND MAINTENANCE\nFOR THE WATER AND SEWER DIVISIONS – F2M25-45, RFP2M25-13, C2M25-39,\nM2M25-131\nOn July 28, 2025 the City Council approved the distribution of a Request for Proposals\n(RFP) for SCADA Professional Services and Maintenance for the Water and Sewer\nDivisions. There were eight proposals received for the project. Staff conducted a review\nand evaluation of the responding proposals and found the Strategic Engineering &\nAutomation Systems proposal the best suited for the City’s SCADA needs.\nRecommended Action:\nCity Council approve a contract, subject to final language\napproval by the City Manager and City Attorney, by and between the City of Alhambra and\nStrategic Engineering & Automation Systems for the Supervisory Control and Data\nAcquisition Integration (SCADA) Professional Services and Maintenance for the Water\nand Sewer Divisions, in an amount not to exceed $140,000.00 for one year, with two\nadditional two-year renewal options, and authorize the City Manager to execute the\nextensions if the services are satisfactory; and direct staff to undertake the steps\nnecessary to finalize Council’s action. 6.\nCONTRACT AMENDMENT: CUSTODIAL SERVICES FOR ALHAMBRA CITY HALL,\nALHAMBRA POLICE DEPARTMENT, ALHAMBRA CIVIC CENTER LIBRARY, FIRE\nSTATION 71 & VARIOUS CITY FACILITIES – F2M22-45, C2M22-41, M2M25-132\nOn June 27, 2022, the City awarded the custodial services contract to Commercial\nBuilding Management Services commencing August 1, 2022 through June 30, 2027.\nSince the contract award, there have been three amendments to the contract.\nAmendment No. 1 involved a change in services for the Parks & Recreation facilities.\nAmendment No. 2 was the change in ownership from Commercial Building Management\nServices to Commercial Building Management, CBM. Incorporated as a result of a Notice\nof Sale due to owner’s retirement. Amendment No. 3 was to clarify language in the\nexisting agreement. Since the issuance of Amendment No. 2, owner Jesus Velasco sold\na portion of the company’s current contracts, including the City of Alhambra’s custodial\nservices contract. The sale took effect on July 1, 2025 and the new company name is now\nC Commercial Building Services C.B.S., Inc. The City was provided with a Notification of\nSale letter. As a result of the name and ownership change, it is appropriate to amend the\nexisting contract to accurately reflect the changes.\nRecommended Action:\nCity Council approve a contract amendment (C2M22-41),\nsubject to approval by the City Manager and the City Attorney, for custodial services to\nchange the company name from Commercial Building Management, CBM. Incorporated\nto C Commercial Building Services C.B.S., Inc.; and, direct staff to undertake the steps\nnecessary to finalize the Council’s action. (M2M25-132)

7.\nACCEPT ZIPBOOKS GRANT: CALIFORNIA STATE LIBRARY FOR BOOK DELIVERY\nAND APPROPRIATE FUNDS – F2M25-18, M2M25-133\nThe Library applied for and received a $3,591 grant from the California State Library to\ncontinue the purchasing of physical print and audio books to meet unique patron requests\nand to support book delivery services to home or facility bound Alhambra residents. This\nprogram aims to meet immediate patron requests of items the Library does not currently\nown and will enhance access for community members who have limited ability to access\nthe Library’s physical building and its collection.\nRecommended Action:\nCity Council accept $3,591 from the California State Library\nfor the Zipbooks program; appropriate revenue and expenditure funds in the amount of\n$3,591; authorize the City Manager or designee to sign the grant agreement with the\nCalifornia State Library, subject to final language approval by the City Manager and City\nAttorney, with the California State Library; and, direct staff to undertake the steps\nnecessary to finalize Council’s action. 8.\nAUTHORIZE RFP: CONSTRUCTION MANAGEMENT AND CONSTRUCTION\nINSPECTION SERVICES FOR THE GREEN STREET DEMONSTRATION PROJECT\nON MAIN STREET – F2M23-56, RFP2M25-17\nOn August 25, 2025, the City Council approved the circulation of the Notice of Inviting Bids\nfor construction of the Green Street Demonstration Project. The project includes the\ninstallation of four (4) drywells north of Main Street on Birch Avenue and Grand Avenue,\n20,000 square feet of bioretention areas, and planting 34 new trees along Main Street.\nStaff is now seeking authorization to request proposals for the construction management\nand construction inspection services for the project.\nRecommended Action:\nCity Council authorize the distribution of a Request for\nProposals (RFP) for Construction Management and Construction Inspection Services for\nthe Green Street Demonstration Project on Main Street with proposals due no later than\n4:00 p.m. on October 6, 2025.

9.\nAUTHORIZE RFP: PROFESSIONAL ENGINEERING DESIGN SERVICES FOR THE FY\n2025-2026 SB1 STREET REHABILITATION PROJECT – F2M25-35, RFP2M25-18\nOn May 12, 2025, the City Council adopted Resolution R2M25-21, which identified the FY\n2025-26 street rehabilitation that will be funded by SB1, the Road Repair and\nAccountability Act. The project includes design services and street rehabilitation (including\nbut not limited to pavement, striping, ADA ramps, sidewalk, curb and gutter, etc.) for public\nstreets bound by Mission Road, New Avenue, Valley Boulevard and Garfield Avenue. Staff\nis now requesting the distribution of an RFP for engineering, design, and estimating\nservices to support the execution of the project.\nRecommended Action:\nCity Council authorize the distribution of a Request for\nProposals (RFP) for Professional Engineering Design Services for Plans, Specifications\nand Cost Estimate for the FY 2025-26 SB1 Street Rehabilitation Project, with proposals\ndue no later than 12:00 p.m. on October 6, 2025; and, direct staff to undertake the steps\nnecessary to finalize the Council’s action.
