4.\nREPORT REGARDING AGENDA PLACEMENT OF PUBLIC COMMENT FOR NONAGENDIZED ITEMS – F2M24-7\nAt the January 13, 2025 Council meeting, at Council’s direction, staff presented the results\nof a survey regarding where public comment for non-agendized items was placed on the\nagendas of surrounding cities. After receiving public comment and City Council\ndiscussion, the Council directed the agenda item of public comment for non-agendized\nitems be temporarily set to the beginning of the meeting, after any Ceremonial items, for\nan initial set time of 30 minutes for a 6-month period and directed staff return with a report\nafter that timeframe. In summary, there have been nine regular City Council meetings\nsince the placement of public comment for non-agendized items was temporarily moved\nto the beginning of the meeting. Out of those nine meetings, the majority of individuals\nwishing to speak on a non-agendized item were able to do so during the initial 30-minute\nperiod. The average number of speakers during the initial public comment period was six.\nIn those six instances where there were speakers during the continuation of public\ncomment for non-agendized items at the end of the meeting, the average number of\nspeakers was two. If it is the desire of the City Council to make this a permanent change,\nupon direction from the Council, staff can prepare an ordinance amending Chapter\n2.04.030 of the Alhambra Municipal Code pertaining to the order of business for Council\nmeetings for Council’s consideration at the next regular meeting.\nRecommended Action:\nCity Council to provide direction to staff.
