11.\nAUTHORIZE RFP: ENGINEERING DESIGN SERVICES FOR PHASE 2 TRAFFIC\nSIGNAL SYNCHRONIZATION PROJECT – ADAPTIVE/TRAFFIC RESPONSIVE\nCONTROL SYSTEMS PROJECT – F2M23-47, RFP2M25-19\nThe City has been allocated 710 Mobility Improvement Project (Measure R) funds from\nthe Los Angeles County Metropolitan Transportation Authority to implement traffic signal\nupgrades along Atlantic Boulevard, Fremont Avenue, Garfield Avenue and Valley\nBoulevard, with the goal of improving traffic flow and enhancing safety for both drivers and\npedestrians. Phase I, to develop preliminary design, inventory existing equipment, and\nidentify locations is complete; therefore, staff is seeking authorization to solicit proposals\nfor Phase II.\nRecommended Action:\nCity Council authorize the distribution of a Request for\nProposals for engineering design services for Phase 2 of the Traffic Signal\nSynchronization Project (Adaptive/Traffic Responsive Control Systems) with proposals\ndue no later than 4:00 p.m. on October 9, 2025.
