10A. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF STANTON, CALIFORNIA,\nADOPTING AND INCORPORATING A COMMERCIAL CANNABIS BUSINESS\nASSIGNMENT FEE OF $22,566.98 INTO THE CITY OF STANTON MASTER FEE\nSCHEDULE\nThe City requires commercial cannabis businesses operating in the City to obtain a\nCommercial Cannabis Business Permit pursuant to Stanton Municipal Code (“SMC”)\nChapter 5.77. Under SMC Section 5.77.150, existing commercial cannabis businesses\nmay transfer or assign their business permit under certain circumstances with City\napproval. Per the SMC, staff is recommending that the City Council approve Resolution\nNo. 2025-33, which establishes a new Commercial Cannabis Business Assignment Fee\nof $22,566.98 to defray the City’s cost to process and review cannabis business permit\nassignment applications. The Resolution also includes a provision to update the fee\nannually, each July 1, beginning on July 1, 2026, based on the Consumer Price Index.\nRECOMMENDED ACTION:\n1. City Council declare that the project is exempt from the California Environmental\nQuality At (“CEQA”) pursuant to State CEQA Guidelines section 15060(c)(2)-(3) (no\npotential to result in either a direct, or reasonably foreseeable indirect, physical\nchange in the environment, and the activity is not a project as defined by CEQA); and\n2. Adopt Resolution No. 2025-33, entitled:\n“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA, ADOPTING AND INCORPORATING A COMMERCIAL\nCANNABIS BUSINESS ASSIGNMENT FEE OF $22,566.98 INTO THE\nCITY OF STANTON MASTER FEE SCHEDULE”.
