A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF STANTON, CALIFORNIA,\nADOPTING AND INCORPORATING A COMMERCIAL CANNABIS BUSINESS\nASSIGNMENT FEE OF $22,566.98 INTO THE CITY OF STANTON MASTER FEE\nSCHEDULE\nThe City requires commercial cannabis businesses operating in the City to obtain a\nCommercial Cannabis Business Permit pursuant to Stanton Municipal Code (“SMC”)\nChapter 5.77. Under SMC Section 5.77.150, existing commercial cannabis businesses\nmay transfer or assign their business permit under certain circumstances with City\napproval. Per the SMC, staff is recommending that the City Council approve Resolution\nNo. 2025-33, which establishes a new Commercial Cannabis Business Assignment Fee\nof $22,566.98 to defray the City’s cost to process and review cannabis business permit\nassignment applications. The Resolution also includes a provision to update the fee\nannually, each July 1, beginning on July 1, 2026, based on the Consumer Price Index.\nRECOMMENDED ACTION:\n1. City Council declare that the project is exempt from the California Environmental\nQuality At (“CEQA”) pursuant to State CEQA Guidelines section 15060(c)(2)-(3) (no\npotential to result in either a direct, or reasonably foreseeable indirect, physical\nchange in the environment, and the activity is not a project as defined by CEQA); and\n2. Adopt Resolution No. 2025-33, entitled:\n“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA, ADOPTING AND INCORPORATING A COMMERCIAL\nCANNABIS BUSINESS ASSIGNMENT FEE OF $22,566.98 INTO THE\nCITY OF STANTON MASTER FEE SCHEDULE”.

12A. 2025 ANNUAL LEAGUE OF CALIFORNIA CITIES CONFERENCE APPOINTMENT OF\nVOTING DELEGATE AND VOTING DELEGATE ALTERNATE\nThe League of California Cities (Cal Cities) Annual Conference and Expo is scheduled\nfor October 8 – 10, 2025 in Long Beach, California. The League's Annual Business\nMeeting is scheduled to be held on October 10, 2025. At this meeting, the League\nmembership considers and takes action on proposed bylaws and resolutions that\nestablish League policy. In order to vote at the Annual Conference/Annual Business\nMeeting, the City Council must designate a voting delegate and/or voting delegate\nalternate whom will determine the City’s position on each proposed bylaw and/or\nresolutions so that the voting delegate can represent the City’s position.\nRECOMMENDED ACTION:\n1. City Council find that this item is not subject to California Environmental Quality Act\n(“CEQA”) pursuant to Sections 15378(b)(5)(Organizational or administrative activities\nof governments that will not result in direct or indirect physical changes in the\nenvironment); and\n2. Per the City Council approved Mayor’s Appointments of Council Members as\nRepresentatives to Various Agencies listing, designate Mayor David J. Shawver as\nthe voting delegate and select either Mayor Pro Tem Donald Torres, Council Member\nVictor Barrios, or Council Member John D. Warren, all of whom will be attending the\nconference, as the voting delegate alternate to serve as the City’s representatives at\nthe 2025 League of California Cities Annual Conference and Expo in Long Beach,\nCalifornia; and\n3. Direct the voting delegate and voting delegate alternate to review and determine the\nCity’s position on each proposed bylaw amendment and/or proposed petitioned\nresolutions, so that the voting delegates can represent the City’s position at the 2025\nAnnual League of California Cities Business meeting.\nStanton City Council Agenda

The\nsponsorship request is for in-kind consideration valued at $681.\nRECOMMENDED ACTION:\n1. 9F.\nAWARD OF CONSTRUCTION CONTRACT FOR THE WESTERN STORM CHANNEL\nGRATE REPLACEMENT PROJECT (TASK CODE NO. 2026-401)\nIn 2024, City staff applied for competitive grant funding from the Measure M2\nEnvironmental Cleanup Program administered by the Orange County Transportation\nAuthority (OCTA) to purchase and replace the existing grate at the storm channel on\nWestern Avenue at 10660 Western Avenue. The OCTA Environmental Cleanup Program\nAllocation Committee awarded the requested grant funding in the amount of $20,240 to\nthe City for the grate, and as such, the City must now proceed with the installation.\nRECOMMENDED ACTION:\n1. City Council declare this project to be categorically exempt under the California\nEnvironmental Quality Act, Class 1, Section 15301(b) as minor alteration of existing\npublic utility; and\n2. Accept the Measure M2 Environmental Cleanup Program grant funding in the\nmaximum amount of $20,240; and\n3. Waive the competitive bidding requirement in the City’s purchasing policy through the\nuse of Cooperative Purchasing; and\n4. Award a construction contract to G2 Construction in the amount of $28,395; and\n5. Authorize the City Manager to make minor changes, if needed, to the City’s\nconstruction contract documents with approval of the City Attorney; and\n6. Authorize the City Manager to bind the City of Stanton and G2 Construction, Inc. in a\ncontract; and\n7. Authorize the City Manager to approve contract change orders with G2 Construction,\nInc., as needed and determined by City staff, up to $2,839.

9G.\nACCEPTANCE OF THE FY 2023/24 CITYWIDE ALLEY RESURFACING PROJECT\n(TASK CODE NO. 2025-107) BY THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA\nThe FY 2023/24 Citywide Alley Resurfacing Project consisting of demolition and\nremovals, clearing and grubbing, grading and earthwork, concrete work (ramps and\nsidewalks), asphalt pavement, signing and striping, and all appurtenant work for various\nalleys throughout the City of Stanton is now complete. The City Engineer, in his judgment,\ncertifies that the work was satisfactorily completed as of September 2, 2025, and\nrecommends that the City Council accept the completed work performed on this project.\nStanton City Council Agenda\nRECOMMENDED ACTION:\n1. City Council find that this project is exempt from the California Environmental Quality\nAct (“CEQA”), Class 1, and 15301(c) as repair, maintenance, and minor alteration of\nexisting streets, sidewalks, gutters, and similar facilities; and\n2. Accept the completion of improvements for the FY 2023/24 Citywide Alley Resurfacing\nProject, as certified by the City Engineer, and affix the date of September 9, 2025, as\nthe date of completion of all work on this project; and\n3. Approve the final construction contract amount of $661,250.00 with Sequel\nContractors, Inc.; and\n4. Direct the City Clerk within ten (10) days from the date of acceptance to file the Notice\nof Completion (Attachment) with the County Clerk-Recorder of the County of Orange;\nand\n5. Direct City staff, after thirty-five (35) days has elapsed from the filing of the “Notice of\nCompletion” with the County Clerk-Recorder, to make the retention payment to Sequel\nContractors, Inc. in the amount of $33,062.50.

9H.\nAPPROVAL OF SECOND AMENDMENT TO AGREEMENT FOR TOWING SERVICES\nRequested is the authorization to allow the City Manager to approve the second\namendment to the Agreement for General Services – Towing Services with Action\nSouthland Enterprises, Inc., DBA Action Southland Towing to extend the term of the\nAgreement to September 30, 2026. Action Southland Towing currently provides towing\nservices for the City and the Orange County Sheriff’s Department.\nRECOMMENDED ACTION:\n1. City Council find that this item is not subject to California Environmental Quality Act\n("CEQA") pursuant to Sections 15378(b)(5) (Organizational or administrative activities\nof governments that will not result in direct or indirect physical changes in the\nenvironment); and\n2. Approve the Second Amendment to the existing Agreement for General Services Towing Services with Action Southland Enterprises, Inc., DBA Action Southland\nTowing; and\n3. Authorize the City Manager to bind the City of Stanton and Action Southland\nEnterprises, Inc., DBA Action Southland Towing in a contract to provide towing\nservices to the City of Stanton for a term extension from September 30, 2025 to\nSeptember 30, 2026.\nStanton City Council Agenda

9I.\nCONSIDERATION OF AN ORDINANCE TO ADOPT THE 2025 CALIFORNIA\nBUILDING STANDARDS CODE\nThe State’s Health and Safety Code requires local governments to adopt the most recent\neditions of the model codes related to construction. The construction codes include: the\nCalifornia Building, Residential, Energy, Green Building Standards, Plumbing,\nMechanical, Electrical, Fire, Wildland-Urban Interface, Existing Building, Historical,\nAdministrative, Referenced Standards Codes, the International Property Maintenance\nCode, and the International Swimming Pool and Spa Code. If City Council approves the\nattached ordinance, the most recent editions of the California construction codes with the\napplicable amendments will become effective January 1, 2026 as required by State law.\nRECOMMENDED ACTION:\n1. City Council declare that the project is not subject to CEQA in accordance with\nSections 15378 and 15061(b)(3) as the activity is covered by the general rule that\nCEQA applies only to projects which have the potential for causing significant effect\non the environment. Where it can be seen with certainty that there is no possibility\nthat the activity in question may have a significant effect on the environment, the\nactivity is not subject to CEQA; and\n2.
