9F.\nAWARD OF CONSTRUCTION CONTRACT FOR THE WESTERN STORM CHANNEL\nGRATE REPLACEMENT PROJECT (TASK CODE NO. 2026-401)\nIn 2024, City staff applied for competitive grant funding from the Measure M2\nEnvironmental Cleanup Program administered by the Orange County Transportation\nAuthority (OCTA) to purchase and replace the existing grate at the storm channel on\nWestern Avenue at 10660 Western Avenue. The OCTA Environmental Cleanup Program\nAllocation Committee awarded the requested grant funding in the amount of $20,240 to\nthe City for the grate, and as such, the City must now proceed with the installation.\nRECOMMENDED ACTION:\n1. City Council declare this project to be categorically exempt under the California\nEnvironmental Quality Act, Class 1, Section 15301(b) as minor alteration of existing\npublic utility; and\n2. Accept the Measure M2 Environmental Cleanup Program grant funding in the\nmaximum amount of $20,240; and\n3. Waive the competitive bidding requirement in the City’s purchasing policy through the\nuse of Cooperative Purchasing; and\n4. Award a construction contract to G2 Construction in the amount of $28,395; and\n5. Authorize the City Manager to make minor changes, if needed, to the City’s\nconstruction contract documents with approval of the City Attorney; and\n6. Authorize the City Manager to bind the City of Stanton and G2 Construction, Inc. in a\ncontract; and\n7. Authorize the City Manager to approve contract change orders with G2 Construction,\nInc., as needed and determined by City staff, up to $2,839.
