9. DISCUSSION REGARDING CITY OF DOWNEY WATER RATES\nThat the City Council:\n1) Receive an update on the proposed City of Downey water rates; and,\n2) Direct staff to move forward with:\na) Holding community informational sessions to discuss the proposed water rate increase;\nb) Finalizing the water rate analysis; and,\nc) Returning to the City Council at its November 18, 2025 council meeting to consider initiating Proposition 218\nproceedings, which are required for the adoption of new water rates.
