19.\nAppropriate $217,300 from Open Space Management Fund and $148,000 from Oaks/Green\nValley Fund to support enhanced fire risk reduction services, which includes $78,000 for\ntree trimming services performed by West Coast Arborists, $10,000 for biological monitoring\nby Leatherman BioConsulting, $27,300 for regulatory compliance for Santa Ana Watershed\nAssociation, and $250,000 for California Conservation Corps (CCC); find that exception to\ncompetitive bidding under Chino Hills Municipal Code Section 3.18.050.G applies to\nagreement with CCC because CCC is a governmental entity that provides cost-effective\nservices while offering valuable skills development to young participants; authorize\nexecution of Inter-Agency Sponsor Agreement with CCC and project agreement for fuel\nreduction, brush clearance and invasive species clearance in amount of $250,000; and find\nthat proposed project is exempt from review under California Environmental Quality Act
