F.2.\nCO-SPONSORSHIP OF WEST HOLLYWOOD RECOVERY CENTER’S\nHALLOWEEN EVENT [D. HANG, J. HEILMAN, Y. QUARKER, A.\nLOVANO, J. DEL TORO]:\nSUBJECT: The City Council will consider approving a Co-sponsorship\nAgreement with the West Hollywood Recovery Center for a sober\nHalloween event, taking place on October 24, 2025 at the Log Cabin in\nWest Hollywood.\nRECOMMENDATIONS: 1) Approve a Co-sponsorship Agreement with\nthe West Hollywood Recovery Center, for a sober Halloween event, taking\nplace on October 24, 2025 at the Log Cabin in West Hollywood; 2)\nAuthorize the City Manager or his designee to execute documents incident\nto the Co-sponsorship Agreement between the City and the West\nHollywood Recovery Center; 3) Authorize the use of the City name and\nlogo on invitations, programs, and other collateral materials for this event;\n4) Authorize the Director of Finance & Technology Services to approve the\nuse of $10,000 from Fiscal Year 2026 budgeted funds in the Special\nCouncil Programs account number 100-1-01-00-531001 for costs\nassociated with this event; 5) Waive the Special Event Permit Fee,\nEncroachment fee, and any other ancillary fees for event organizers\n(estimated $2,000); and 6) Direct the Communications Department to\nutilize all appropriate communication tools to promote the event including,\nbut not limited to, the City’s website, a press release, and social media\ntools.
