CROWDER, L.\nMORALES]:\nSUBJECT: The City Council will waive further reading and adopt\nOrdinance No. 25-20, amending Titles 9 and 15 of the West Hollywood\nMunicipal Code,\nto establish Building Energy Benchmarking and\nPerformance Standards for existing buildings and finding the action to be\nexempt from the provisions of the California Environmental Quality Act\n(CEQA), pursuant to Sections 15301, 15302, and 15308 of the State\nCEQA Guidelines. MURRAY]:\nSUBJECT: The City Council will consider approval of the Social Services\nContracts for the 2025-2028 funding cycle (October 1, 2025 - September\n30, 2028).\nRECOMMENDATIONS: 1) Approve the 2025-2028 Social Services\nContracts for 33 programs for a total of $8,542,336 million in FY26, with\nscopes and fees; 2) Authorize the City Manager or his designee to\nexecute Agreements for Service with each funded organization and\nprogram, including documents incident to the Agreements; and 3)\nAuthorize the Director of Finance and Technology Services to allocate\n$1,000,000 from reserves committed for Social Services Contracts in the\nGeneral Fund, to the Social Services Contracts account.

RIVAS, A. SHANDI, N.\nMARICICH, J. ALKIRE, B. GALAN]:\nSUBJECT: State law requires local agencies to designate, by ordinance,\nmoderate, high, and very high fire hazard severity zones in its jurisdiction\nupon receiving final recommendations from the California Department of\nForestry and Fire Protection Office of the State Fire Marshal. As such, the\nCity Council will consider introducing on first reading an ordinance\ndesignating fire hazard severity zones within the City of West Hollywood\nand amending the City’s Municipal Code to add Section 14.04.060 to\nadopt and incorporate the Local Responsibility Area Fire Hazard Severity\nZones map for the City of West Hollywood dated March 26, 2025.\nRECOMMENDATIONS: 1) Introduce on first reading, Ordinance No. 25______: “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF\nWEST HOLLYWOOD AMENDING THE WEST HOLLYWOOD\nMUNICIPAL CODE BY ADDING SECTION 14.04.060 TO TITLE 14 (FIRE\nPROTECTION) TO DESIGNATE FIRE HAZARD SEVERITY ZONES\nWITHIN THE CITY OF WEST HOLLYWOOD BASED ON THE\nESTABLISHED MAPS PROVIDED BY THE CALIFORNIA DEPARTMENT\nOF FORESTRY AND FIRE PROTECTION, AND FINDING THE ACTION\nEXEMPT FROM CEQA”; and 2) Direct the City Clerk submit a copy of this\nordinance to the State Board of Forestry and Fire Protection within 30\ndays after adoption and take any necessary and proper actions to post all\nnotices required under California Government Code Section 51179.

CORRAO, D.\nFENN]:\nSUBJECT: The City Council will receive a project update and consider\napproving the 30% plans for Phase 1 of the Fountain Avenue Streetscape\nProject (Project), Contract Amendment No. 2 with Fehr & Peers to\naccelerate the delivery of Phase 1 and authorize Staff to initiate Phase 2\nof the Project.\nRECOMMENDATIONS: 1) Consider approval of 30% Plans for Phase 1\nof the Project; 2) Provide direction on recommended immediate traffic\ncalming measures that can be made in the next 1-2 months ahead of the\ndelivery of Phase 1 of the Project; 3) Approve Amendment No. 2 to the\nAgreement for Services with Fehr & Peers in the amount of $131,040 to\nprovide Construction Administration and design contingency for Phase 1\nof the Project; 4) Authorize Staff to initiate Phase 2 of the Project,\nincluding the release of a Request for Proposals for a Phase 2 consultant,\nand the expansion of the Steering Committee to guide the visioning\nprocess; and 5) Find Phase 1 of the Fountain Avenue Streetscape Project\nstatutorily and categorically exempt from the California Environmental\nQuality Act (CEQA) pursuant to Public Resources Code sections\n§21080.25, §15301(c), and §15304(h).

LEUNG]:\nSUBJECT: The City Council will receive an update on organizational\nstructure changes and consider adding one (1) new full-time equivalent\n(FTE) position, eliminating three (3) existing FTE positions, and approving\nthe Fiscal Year 2025-26 Citywide Salary Schedule.\nRECOMMENDATIONS: 1) Approve consolidating the Community &\nLegislative Affairs Division functions with the City Manager’s Division\nwithin the City Manager’s Department and eliminate the Community &\nLegislative Affairs Division; 2) Approve adding one (1) full-time equivalent\nCommunity Affairs Supervisor position; 3) Approve eliminating three (3)\nfull-time equivalent positions: a. Community & Legislative\nAffairs Manager, Community Services Department; b. Property\nDevelopment\nManager, City Manager’s Department, and c. The City of\nWest Hollywood will participate by lighting City Hall and the lanterns along\nSanta Monica Boulevard in teal from Friday, November 21, 2025, through\nSunday, November 23, 2025.\nRECOMMENDATION: Direct the Public Works Department to light City\nHall and the lanterns along Santa Monica Boulevard in the color teal from\nFriday, November 21, 2025, through Sunday, November 23, 2025, in\nrecognition of the Alzheimer’s Foundation of America’s annual “Light the\nWorld in Teal” initiative.

DEL TORO]:\nSUBJECT: The City Council will consider a request to Co-Sponsor a\ncommunity blood drive with the Regents University of California Los\nAngeles dba Ronald Reagan UCLA Medical Center (aka UCLA Health).\nThe community blood drive will occur in West Hollywood Park’s Aquatic\nand Recreation Center on a date to be determined.\nRECOMMENDATIONS: 1) Approve a Co-sponsorship Agreement for a\ncommunity blood drive, organized by UCLA Health, to be held at West\nHollywood Aquatic and Recreation Center on a date to be determined; 2)\nAuthorize the City Manager or his designee to execute documents incident\nto the Co-Sponsorship Agreement between the City and UCLA Health; 3)\nApprove waiving the facility use fee (Doheny Room, West Hollywood Park\nAquatic and Recreation Center), encroachment fee and other ancillary\nfees, and parking at the 5-story parking structure for event organizers and\nparticipants.
