H. RESOLUTION NO. 25-38 RATIFYING THE MEMORANDUM OF\nUNDERSTANDING WITH THE SAN GABRIEL POLICE MANAGEMENT\nGROUP FOR THE JULY 1, 2025, THROUGH JUNE 30, 2027, PERIOD AND\nINCREASING GENERAL FUND AND RETIREMENT FUND APPROPRIATIONS\nFOR POLICE SALARIES AND BENEFITS\nIn February 2025, the City and San Gabriel Police Management Group (PMG)\nbegan negotiations for a successor Memorandum of Understanding (MOU).\nThe most recent MOU between the City and PMG expired on June 30, 2025.\nRepresentatives of the City and PMG have reached an agreement on a two-year\nsuccessor MOU for the July 1, 2025, through June 30, 2027, period. The twoyear MOU with the PMG is expected to have a total cost impact of $1,063,164,\nof which $349,236 is for Fiscal Year 2025-2026 and $713,928 is for Fiscal Year\n2026-2027. A General Fund appropriation of $349,236 is needed to cover\nincreased costs for Department salaries and benefits in Fiscal Year 2025-2026\nand a Retirement Fund appropriation of $66,155 to reimburse the General Fund\nfor the increased retirement cost.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1. Adopt Resolution No. 25-38, which ratifies the two-year successor\nMemorandum of Understanding between the City and San Gabriel PMG for\nthe period covering July 1, 2025, through June 30, 2027;\n2. Appropriates funding in the General Fund and Retirement Fund for the\nincreased police personnel salaries and benefits in Fiscal Year 2025-2026;\nand\n3. Authorize the City’s negotiators to execute the MOU.
