CASH AND INVESTMENT REPORT – AUGUST 2025\nIn accordance with the City of San Gabriel’s 2025-2026 Adopted Investment\nPolicy (Resolution No. 25-25) and California Government Code Section 53646,\nthe Finance Director is to render an investment report to the City Council, City\nTreasurer, City Manager, and the City Attorney. The Cash and Investment\nReport is presented to receive and file in accordance with the City’s adopted\n2025-2026 Investment Policy.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council receive and file the Cash and\nInvestment Report for August 2025.

D. ORDINANCE NO. 721 RELATING TO TRANSIENT OCCUPANCY TAX –\nSECOND READING AND ADOPTION\nOrdinance No. 721 makes an administrative update to the San Gabriel\nMunicipal Code to reflect the increase in the City’s Transient Occupancy Tax\nrate from 10% to 12%, as approved by voters in the March 5, 2013 election. This\nupdate is administrative in nature and ensures the Municipal Code aligns with\nthe tax rate already in effect. Ordinance No. 721 was introduced and the first\nreading was conducted by title only by a 5-0 vote of the City Council at the\nAugust 19, 2025 City Council meeting. There is no fiscal impact related to this\nitem.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council waive full reading and adopt Ordinance\nNo. 721 updating the San Gabriel Municipal Code to reflect the increase in the\nCity’s Transient Occupancy Tax rate from 10% to 12%, as approved by voters in\nthe March 5, 2013 election.

E. AUTHORIZATION FOR EARLY PAYOFF OF HOLMAN CAPITAL LOAN\nIn August 2020, the City Council authorized a $636,000, 2.9% interest, Master\nEquipment Lease-Purchase Agreement (Loan) with Holman Capital Corporation\nthat finances essential vehicles for the Police, Fire, and Public Works\nDepartments. As of August 24, 2025, the remaining payoff balance is\n$117,186.75. The primary purpose of the early payoff is to be able to trade-in\npolice vehicles for value that are no longer in service. The Loan is scheduled to\nbe paid off in August of 2026. To complete a trade-in or resale, the City must\nfirst obtain clear titles through early payoff of the loan. The payment will have\nno impact on the General Fund, and since the payment is from the Fleet Services\nFund, which has sufficient funds, no additional appropriation is required.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378(b)(4) of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council authorize early payoff of the San Gabriel\nPolice Vehicle Loan (Loan No. 500238001) in the approximate amount of\n$117,186.75, subject to final confirmation from the bank holding the debt.

F. APPROVAL OF THE AMENDED AND RESTATED CALL FOR PROJECTS AND\nEARMARK EXCHANGE FUNDING AGREEMENT WITH LOS ANGELES\nMETRO FOR THE LAS TUNAS DRIVE STREETSCAPE ENHANCEMENT\nPROJECT (CIP 1-08-33) IN THE AMOUNT OF $749,000\nThe Los Angeles County Metropolitan Transportation Authority (LACMTA)\nawarded the Las Tunas Drive Streetscape Enhancement Project (Capital\nImprovement Project No. 1-08-33) during Fiscal Year 2012-2013. To proceed\nwith the project, the City is required to enter into a funding agreement with\nLACMTA to accept $749,000 in Amended and Restated Call for Projects and\nEarmark Exchange Funds designated for construction. Once approved, this will\nenable the City to access the grant funds and advance the construction project\nto the construction phase. The estimated total cost of the Las Tunas Drive\nStreetscape Enhancement Project is $1,102,000. The City already allocated\n$353,000 from Measure M Funds in 2025/2026 Capital Improvement Program\nBudget. The LACMTA funding agreement will provide $749,000 – comprising\n$641,000 in Call for Projects Congestion Mitigation and Air Quality (CMAQ)\nfunds and $108,000 in Federal Transportation Earmark Exchange Program\nfunds. This fund will be reimbursed quarterly as the project progresses.\nCalifornia Environmental Quality Act (CEQA) Determination: This is not a project\nas defined in section 15378 of the State CEQA guidelines. The project includes\nimprovements to the existing corridor and the addition of new street trees, street\nlighting and facilities to the existing roadways within the public right-of-way.\nIrrespective of the exemption, no potential significant impacts to the environment\nare anticipated from this project.\nRecommended Action:\nStaff recommends that the City Council:\n1. Approve the Amended and Restated Call for Projects and Earmark Funding\nAgreement with the LACMTA for the Las Tunas Streetscape Enhancement\nProject (Capital Improvement Project 1-08-33);\n2. Authorize the Mayor to execute the funding agreement on behalf of the\nCity; and\n3. Authorize the City Manager to execute the forthcoming amendment to this\nagreement, which will reflect the CMAQ fund extension.

RESOLUTION NO. 25-37 RATIFYING THE MEMORANDUM OF\nUNDERSTANDING WITH THE SAN GABRIEL POLICE OFFICERS’\nASSOCIATION FOR THE JULY 1, 2025, THROUGH JUNE 30, 2027, PERIOD\nAND INCREASING GENERAL FUND AND RETIREMENT FUND\nAPPROPRIATIONS FOR POLICE OFFICER SALARIES AND BENEFITS\nIn February 2025, representatives of the City and San Gabriel Police Officers’\nAssociation (POA) began negotiations for a successor Memorandum of\nUnderstanding (MOU). The most recent MOU between the City and POA\nexpired on June 30, 2025. Representatives of the City and POA have reached an\nagreement on a two-year successor MOU for the July 1, 2025, through June 30,\n2027, period. The two-year MOU with the POA is expected to have a total cost\nimpact of $1,765,427, of which $749,639 is for Fiscal Year 2025-2026 and\n$1,015,788 is for Fiscal Year 2026-2027. A General Fund appropriation of\n$749,639 is needed to cover increased costs for Department salaries and\nbenefits in Fiscal Year 2025-2026, and a Retirement Fund appropriation of\n$89,178 to reimburse the General Fund for the increased retirement cost.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1. Adopt Resolution No. 25-37, which ratifies the two-year successor MOU\nbetween the City and POA for the period covering July 1, 2025, through June\n30, 2027;\n2. Appropriates funding in the General Fund and Retirement Fund for\nincreased police personnel salaries and benefits in Fiscal Year 2025-2026;\nand\n3. Authorize the City’s negotiators to execute the MOU.

RESOLUTION NO. 25-38 RATIFYING THE MEMORANDUM OF\nUNDERSTANDING WITH THE SAN GABRIEL POLICE MANAGEMENT\nGROUP FOR THE JULY 1, 2025, THROUGH JUNE 30, 2027, PERIOD AND\nINCREASING GENERAL FUND AND RETIREMENT FUND APPROPRIATIONS\nFOR POLICE SALARIES AND BENEFITS\nIn February 2025, the City and San Gabriel Police Management Group (PMG)\nbegan negotiations for a successor Memorandum of Understanding (MOU).\nThe most recent MOU between the City and PMG expired on June 30, 2025.\nRepresentatives of the City and PMG have reached an agreement on a two-year\nsuccessor MOU for the July 1, 2025, through June 30, 2027, period. The twoyear MOU with the PMG is expected to have a total cost impact of $1,063,164,\nof which $349,236 is for Fiscal Year 2025-2026 and $713,928 is for Fiscal Year\n2026-2027. A General Fund appropriation of $349,236 is needed to cover\nincreased costs for Department salaries and benefits in Fiscal Year 2025-2026\nand a Retirement Fund appropriation of $66,155 to reimburse the General Fund\nfor the increased retirement cost.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1. I. AUTHORIZATION TO PURCHASE A NEW RECORDING SOLUTION\nTHROUGH GOSERCO, INCORPORATED IN THE AMOUNT OF $43,660.07\nThe San Gabriel Police Department is currently using Verint for its phone and\nradio recording solutions. The program and hardware are outdated and no\nlonger have support for the 24-hour, 365-day-a-year operation required. The\ncurrent voice recorder was purchased in 2016 and records all radio\ncommunications for the Department’s public safety radio and telephone\nconversations, including 911 lines. Because of how critical this tool is to public\nsafety, the Department relies on products that have high reliability,\nfunctionality, durability, longevity, and immediate tech support. Funds for the\nvoice recorder are currently budgeted in the Police Department’s special\nprojects account #124-751-15-99-270, with a current allocation of $50,000.\nSince the anticipated cost is below what is budgeted, there will be cost savings\nto the General Fund.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council authorize the City Manager to purchase\nthe hardware and software system through Goserco, Incorporated for the Police\nDepartment’s communication center.

J. APPROVAL OF FIREWORKS DISPLAY PERMIT FOR GABRIELINO HIGH\nSCHOOL ON OCTOBER 24, 2025\nFireworks & Stage FX America, a California licensed Pyrotechnics Company, has\napplied for a permit on behalf of Gabrielino High School, for a two-minute\nfirework display on Friday, October 24, at 8:00 P.M. Pursuant to San Gabriel\nMunicipal Code Title IX Sections 96.21 – 96.23, City Council approval is required\nto issue a permit on approval and recommendation of the Fire Chief for\npyrotechnic displays. Fees totaling $291.75, including inspection, permit, and\nadministrative charges per the Fiscal Year 2025-2026 Fee Schedule are due prior\nto issuance of permit. No Fire Department overtime expense is anticipated for\nthis event.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council authorize the Fire Chief or Deputy Fire\nMarshal to issue a fireworks permit to Fireworks & Stage FX America, on behalf\nof Gabrielino High School, contingent on meeting the conditions of the\napplication.
