G. RESOLUTION NO. 25-37 RATIFYING THE MEMORANDUM OF\nUNDERSTANDING WITH THE SAN GABRIEL POLICE OFFICERS’\nASSOCIATION FOR THE JULY 1, 2025, THROUGH JUNE 30, 2027, PERIOD\nAND INCREASING GENERAL FUND AND RETIREMENT FUND\nAPPROPRIATIONS FOR POLICE OFFICER SALARIES AND BENEFITS\nIn February 2025, representatives of the City and San Gabriel Police Officers’\nAssociation (POA) began negotiations for a successor Memorandum of\nUnderstanding (MOU). The most recent MOU between the City and POA\nexpired on June 30, 2025. Representatives of the City and POA have reached an\nagreement on a two-year successor MOU for the July 1, 2025, through June 30,\n2027, period. The two-year MOU with the POA is expected to have a total cost\nimpact of $1,765,427, of which $749,639 is for Fiscal Year 2025-2026 and\n$1,015,788 is for Fiscal Year 2026-2027. A General Fund appropriation of\n$749,639 is needed to cover increased costs for Department salaries and\nbenefits in Fiscal Year 2025-2026, and a Retirement Fund appropriation of\n$89,178 to reimburse the General Fund for the increased retirement cost.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1. Adopt Resolution No. 25-37, which ratifies the two-year successor MOU\nbetween the City and POA for the period covering July 1, 2025, through June\n30, 2027;\n2. Appropriates funding in the General Fund and Retirement Fund for\nincreased police personnel salaries and benefits in Fiscal Year 2025-2026;\nand\n3. Authorize the City’s negotiators to execute the MOU.
