F. APPROVAL OF THE AMENDED AND RESTATED CALL FOR PROJECTS AND\nEARMARK EXCHANGE FUNDING AGREEMENT WITH LOS ANGELES\nMETRO FOR THE LAS TUNAS DRIVE STREETSCAPE ENHANCEMENT\nPROJECT (CIP 1-08-33) IN THE AMOUNT OF $749,000\nThe Los Angeles County Metropolitan Transportation Authority (LACMTA)\nawarded the Las Tunas Drive Streetscape Enhancement Project (Capital\nImprovement Project No. 1-08-33) during Fiscal Year 2012-2013. To proceed\nwith the project, the City is required to enter into a funding agreement with\nLACMTA to accept $749,000 in Amended and Restated Call for Projects and\nEarmark Exchange Funds designated for construction. Once approved, this will\nenable the City to access the grant funds and advance the construction project\nto the construction phase. The estimated total cost of the Las Tunas Drive\nStreetscape Enhancement Project is $1,102,000. The City already allocated\n$353,000 from Measure M Funds in 2025/2026 Capital Improvement Program\nBudget. The LACMTA funding agreement will provide $749,000 – comprising\n$641,000 in Call for Projects Congestion Mitigation and Air Quality (CMAQ)\nfunds and $108,000 in Federal Transportation Earmark Exchange Program\nfunds. This fund will be reimbursed quarterly as the project progresses.\nCalifornia Environmental Quality Act (CEQA) Determination: This is not a project\nas defined in section 15378 of the State CEQA guidelines. The project includes\nimprovements to the existing corridor and the addition of new street trees, street\nlighting and facilities to the existing roadways within the public right-of-way.\nIrrespective of the exemption, no potential significant impacts to the environment\nare anticipated from this project.\nRecommended Action:\nStaff recommends that the City Council:\n1. Approve the Amended and Restated Call for Projects and Earmark Funding\nAgreement with the LACMTA for the Las Tunas Streetscape Enhancement\nProject (Capital Improvement Project 1-08-33);\n2. Authorize the Mayor to execute the funding agreement on behalf of the\nCity; and\n3. Authorize the City Manager to execute the forthcoming amendment to this\nagreement, which will reflect the CMAQ fund extension.
