Adoption of Resolution No. 25-51 Approving the Assignment and Assumption of the Amended\nand Restated Development Agreement and of the Senior Citizen Housing Project Regulatory\nAgreement and Declaration of Restrictive Covenants with Prima Development (page 49)\nPresented by the City Attorney\nRecommendation:\nThe City Council is requested to adopt Resolution No. 25-51:\nDetermining that the proposed actions in the Resolution are not\nsubject to the California Environmental Quality Act (“CEQA”)\nbecause the environmental impacts associated with the proposed\ndevelopment were already analyzed in an Addendum to the 2018\nEnvironmental\nImpact\nReport\n(State\nClearinghouse\nNo.\n2017071071), therefore no further action is required under CEQA.\nApproving the Assignment and Assumption of the Amended and\nRestated Development Agreement with Prima Development; and\nSeptember 16, 2025, at 6:30 P.M.\nApproving the Assignment and Assumption of the Senior Citizen\nHousing Project Regulatory Agreement and Declaration of\nRestrictive Covenants with Prima Development.
