19.\nRequest by Councilmember Figueroa and Deputy Mayor 25-1011\nJoyce to direct staff to draft a resolution that ensures City of\nOceanside policies and practices do not support or\ncontribute to federal immigration enforcement, and that\npromotes public awareness of Oceanside residents’ due\nprocess rights under the Constitution.\n1. The City will actively disseminate “Know Your Rights”\ninformation (including a website).\n2. Prohibit federal law enforcement personnel from\nimmigration enforcement in non-public areas of City-owned\nor City-controlled properties without a judicial warrant.\n3. Future City contracts to include clauses prohibiting\ncontractors from disclosing sensitive, personal, or\nnon-public information to federal immigration enforcement\nagencies. Unless otherwise required by state and federal\nlaw.\n4. Sensitive or personal data collected by the City will not\nbe shared with immigration enforcement agencies, directly\nor indirectly. Unless otherwise required by state and federal\nlaw.\n5. Direct staff to publish official procedures for Oceanside\nPolice Department when responding to calls for mutual aid\nof any federal agency conducting immigration enforcement.\n6. Direct staff to publish an official statement following calls\nfor mutual aid.\n7. Direct City to designate neighborhood resource centers\nas support centers for Day Laborers and Street Vendors to\nprovide support with the lawful submission of vending\npermit applications.\n8. Direct City to allocate funding for fiscal year 2025-2026\nto a selected (CBO) to administer Crisis relief case\nmanagement and basic needs stabilization.\n9. Direct the City to create a plan for filing a Freedom of\nInformation Act (FOIA) request with the FOIA office on\nbehalf of the City, when requested by the immediate family\nof a person who has been detained or deported within the\nCity of Oceanside.
