6.\nCity Council:\nStaff recommends that the City Council approve 25-997\nAmendment 4 to the Professional Services Agreement\n(PSA) with States Recovery, Inc. (“States Recovery”),\nextending the term of the agreement for one year through\nSeptember 25, 2026, under the existing commission-based\nstructure for debt collection services; and authorize the City\nManager to execute the amendment.
