12A. Council initiated item by Councilmember Marco San Antonio to consider\nadding two full-time School Resource Officers for Public Schools. Request to\nanalyze and report on the costs and agreements associated with hiring two\nfull-time Sheriff Deputies as School Resource Officers, serving public\nelementary, middle, and high schools within the City. Environmental\nConsiderations: The action being considered by the City Council is exempt\nfrom the California Environmental Quality Act (CEQA) because it is not a\n“project” under Section 15378(b)(5) of CEQA Guidelines. The action involves\nan organizational or administrative activity of government that will not result in\nthe direct or indirect physical change in the environment.\nRecommended Action: 1) Request that Council acknowledge the increasing\nneed for School Resource Officers; 2) Direct staff to prepare a comprehensive\nreport detailing all costs associated with hiring two full-time Sheriff Deputies—\none assigned to elementary schools and one assigned to middle/high schools,\nserving the public schools within city limits; and 3) Initiate outreach to the\nEncinitas Union School District (EUSD), Cardiff School District, San Dieguito\nUnion High School District (SDUHSD) to pursue Memorandums of\nUnderstanding (MOUs) outlining shared operational responsibilities and cost\narrangements for School Resource Officer deployments.\n2025-09-17 Item 12A City Council Initiated Item by San Antonio School\nResource Officers
