J.\nRejecting All Bids for the Lampson Well Treatment System Project, CIP\nWT1902, Providing Direction to Staff on Rebidding the Project, and\nDeferring Action of Related Items - That the City Council adopt Resolution\n7697: 1. Rejecting all bids received for the Lampson Well Treatment System\nProject, CIP WT1902; and, 2. Providing direction on reevaluating project\nparameters, including contract documents, delivery schedule and cost\nimpacts, prior to rebidding; and, 3. Deferring consideration of approving\nAmendment 3 to the Professional Services Agreement with Pacific Advanced\nCivil Engineering, Inc. for Engineering Services for the Project; and, 4.\nDeferring consideration of approving a Professional Services Agreement with\nButier Engineering, Inc. for Construction Management and Inspection\nServices for the Project; and, 5. Deferring consideration of approving a new\nOrange County Water District Producer Well Construction Loan Agreement;\nand, 6.
