21.\nCity Council receive and file the 2025 Strategic Plan update.\nAWARD OF CONTRACT: CONSULTING SERVICES IN RELATION TO A TRANSIENT\nOCCUPANCY TAX FOR SHORT-TERM RENTALS – F2M25-53, C2M25-42, M2M25145\nStaff requests that the City Council award a contract to The Lew Edwards Group for\nprofessional consulting services in relation to a Transient Occupancy Tax (TOT) for ShortTerm Rentals. In April, 2025, the City Council reviewed, discussed and adopted the 202526 Strategic Plan, which updated many of the previous year’s items. The updated Plan\nincludes, under Goal Number 6 (Improve Housing Opportunities), Item 6.4 – “Address the\neffects of Short-Term Rentals. Explore the opportunity to collect Transient Occupancy Tax\non the 2026 ballot.” The Lew Edwards Group provides specialized services relating to\nballot preparation and informational communications.\nRecommended Action:\nCity Council approve a contract with The Lew Edwards\nGroup, subject to final language approval by the City Manager and City Attorney, in the\namount of $87,750 for professional consulting services in relation to adding a Transient\nOccupancy Tax (TOT) for Short-Term Rentals on the November 2026 ballot; and, direct\nstaff to undertake the steps necessary to finalize Council’s action.
