5.\nSURVEY REGARDING SET TIME LIMITS FOR PUBLIC COMMENT FOR NONAGENDIZED ITEMS OR FOR CONSENT AGENDA ITEMS AND CONSIDERATION OF\nAN ORDINANCE AMENDING CHAPTER 2.04 OF THE ALHAMBRA MUNICIPAL CODE\nPERTAINING TO THE ORDER OF BUSINESS FOR CITY COUNCIL MEETINGS AND\nPROCEDURE FOR ADDRESSING COUNCIL – F2M24-7, O2M25-4850\nAt the September 8, 2025 Council meeting, staff presented a report summarizing how the\nplacement of public comment for non-agendized items at the beginning of the meeting\nhad functioned thus far, noting that the majority of individuals wishing to speak on a nonagendized item were able to do so during the initial 30-minute comment period (with an\naverage of six speakers) and that in those instances where there were speakers during\nthe continuation of public comment at the end of the meeting, the average number of\nspeakers was two. After receiving public comment, the City Council discussed a\npreference for keeping public comment for non-agendized items at the beginning of the\nmeeting for an initial set time of 30 minutes with an individual speaker time of 3 minutes\nto allow for more individuals to make their comments at the beginning of the meeting.\nCouncil also discussed that an individual’s speaking time during the continuation of public\ncomment at the end of the meeting could be 5 minutes, which could accommodate those\nthat wished to have more time to speak. Council also directed staff to return with more\ninformation on whether surrounding cities have set time limits for public comment on nonagendized items and for consent agenda items. Staff reached out to surrounding cities in\nthe area regarding set time limits for public comment for non-agendized items or for\nconsent agenda items and a chart outlining staff’s survey results is attached the\nSeptember 22, 2025 staff report by the City Clerk. Staff requests that the City Council\ndetermine which, if any, revisions to Chapter 2.04.030 (Order of business for City Council\nmeetings) and to Chapter 2.04.210 (Procedures for addressing Council) the Council\nwishes to include in the proposed ordinance and then consider introducing the ordinance\nfor first reading.\nRecommended Action:\n1.\n2.\nCity Council:\nReceive and file the information report;\nDetermine which of the following revisions to include in the proposed\nordinance:\na) Permanently move public comment for non-agendized items to the\nbeginning of the meeting, after any ceremonial items, for an initial set\ntime of 30 minutes with the balance of any comment at the end of the\nmeeting.\nb) Set the individual speaker time for public comment for non-agendized\nitems to 3 minutes for the initial 30-minute comment period and to 5\nminutes during the continuation of public comment at the end of the\nmeeting.\nc) Set a total individual speaker time for consent agenda items.\nd) Set a total speaker time for an individual per meeting;\n3.\nConsider introducing for First Reading Ordinance No. O2M25-4850\nentitled: An Ordinance of the City Council of the City of Alhambra,\nCalifornia, amending Chapter 2.04.030 of the Alhambra Municipal Code\npertaining to the Order of Business for City Council meetings and Chapter\n2.04.210 pertaining to the Procedure for Addressing Council\nwhich ordinance will return for a second reading and adoption at the next\nregular meeting.\nCONSENT AGENDA (Item Nos. 6 – 25)\nAll items listed under the Consent Agenda are considered by the City Council to be routine and\nwill be enacted by one motion unless a citizen or Council member requests otherwise; in which\ncase, the item will be removed for separate consideration.
