15.\nAUTHORIZE RFP: PROFESSIONAL ENGINEERING SERVICES TO UPDATE THE\nWATER MASTER PLAN – F2M25-51, RFP2M25-21\nA Water Master Plan is a holistic and long-term strategic document that outlines the longterm vision and actions necessary to manage a community’s water resources. The City’s\nmost recent Water Master Plan was prepared in 2004. Twenty years is a standard planning\nperiod for this type of study; far enough into the future that currently observable trends can\nbe anticipated, and not so far into the future that the time frame exceeds our confidence.\nThe purpose of the Water Master Plan is to provide the City with the road map to take us\nfrom the present to the future, confident that we have anticipated likely issues pertaining\nto our water service. A Water Master Plan includes a budget and financial program to fund\nthe identified capital improvements. The plan offers a flexible, data-driven roadmap to\nguide the utility in prioritizing projects and adapting to changing circumstances. At its core,\na Water Master Plan seeks to ensure the availability of clean water, protect the\nenvironment, and enhance the overall quality of life in the community.\nRecommended Action:\nCity Council approve the distribution of a Request for\nProposals (RFP) for Professional Engineering Services to update the Water Master Plan,\nwith proposals due no later than 4:00 p.m. on October 23, 2025; and, direct staff to\nundertake the steps necessary to finalize the Council’s action.
