16.\nRESOLUTION OF THE ALHAMBRA CITY COUNCIL APPROVING A\nCOMPREHENSIVE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF\nALHAMBRA AND THE ALHAMBRA POLICE NON-SWORN EMPLOYEES’\nASSOCIATION – F2M25-2, R2M25-34, C87-16D, M2M25-142\nOn June 27, 2022, the City Council approved an MOU between the City of Alhambra and\nthe Alhambra Police Non-Sworn Employees’ Association (APNSEA) for Fiscal Year 20212022, Fiscal Year 2022-2024 and Fiscal Year 2023-2024. Since then, the City and\nAPSNEA reached agreement on four subsequent side letters memorializing agreed upon\nchanges to benefits and compensation and extensions to the MOU. As recently as August\n2024, the City and APNSEA agreed to extend the existing MOU for an additional year,\nthrough the end of Fiscal Year 2027-2028, with contract enhancements in the form of\nincreases to compensation and increases to health benefits flex plan contributions. The\nCity has been working with the employee groups on Comprehensive MOUs. As such,\nclean up items and clarifications with regard to Bilingual Pay, Recognized Holidays,\nHoliday Bank, Vacation, Personal Leave, Bereavement, Sick Leave, Medical Insurance\nUpon Retirement and Sick Leave Payout Upon Retirement are necessary. Additionally,\nrepresentatives of the City and APNSEA met and conferred with the intent to clarify\nlanguage in the existing MOU and to include pertinent practices and language from prior\nMOUs, side letters and the Alhambra Municipal Code into one consolidated and\ncomprehensive document.\nRecommended Action:\nCity Council adopt Resolution No. R2M25-34 entitled: A\nResolution of the Alhambra City Council approving a Comprehensive Memorandum of\nUnderstanding between the City of Alhambra and the Alhambra Police Non-Sworn\nEmployees’ Association; and, direct staff to undertake the steps necessary to finalize\nCouncil’s action.
