9E.\nAWARD A PROFESSIONAL SERVICES AGREEMENT TO ENGINEERING\nRESOURCES OF SOUTHERN CALIFORNIA, INC. FOR THE WESTERN AVENUE\nRESURFACING PROJECT AND APPROVE A COOPERATIVE AGREEMENT\nBETWEEN THE CITY OF STANTON AND THE CITY OF GARDEN GROVE\nThe City’s Annual Citywide Street Resurfacing Projects for Fiscal Years (FY) 2024-25 and\n2025-26 identify the rehabilitation of Western Avenue from Cerritos Avenue to southern\ncity limits. The City partnered with the City of Garden Grove to extend the project design\nto Chapman Avenue, and both cities have developed a cooperative agreement for the\ndesign and construction. The City’s shared cost for the design of its portion is\n$115,766.00. Staff recommends awarding the design contract to Engineering Resources\nof Southern California, Inc. (ERSC) for $144,707.00, which includes the City of Garden\nGrove’s cost share of $28,941.00, and approving the cooperative agreement.\nRECOMMENDED ACTION:\n1. City Council declare this project to be categorically exempt under the California\nEnvironmental Quality Act, Section 15378(b)(5) – Organizational or administrative\nactivities of governments that will not result in direct or indirect physical change in the\nenvironment; and\n2. Award a professional services agreement to Engineering Resources of Southern\nCalifornia, Inc. for Professional Design Services for the Western Avenue Resurfacing\nProject in the amount of $144,707.00; and\n3. Authorize the City Manager to bind the City of Stanton and Engineering Resources of\nSouthern California, Inc. in an Agreement to provide the services; and\n4. Authorize the City Manager to approve a contingency in the amount of $14,470.00 to\nEngineering Resources of Southern California, Inc; and\n5. Approve the Cooperative Agreement between the City of Stanton and the City of\nGarden Grove; and\n6. Authorize the City Manager to execute the Cooperative Agreement with the City of\nGarden Grove.\nStanton City Council Agenda
