CONSIDERATION OF AN ORDINANCE TO ADOPT THE 2025 CALIFORNIA\nBUILDING STANDARDS CODE\nThe State’s Health and Safety Code requires local governments to adopt the most recent\neditions of the model codes related to construction. The construction codes include: the\nCalifornia Building, Residential, Energy, Green Building Standards, Plumbing,\nMechanical, Electrical, Fire, Wildland-Urban Interface, Existing Building, Historical,\nAdministrative, Referenced Standards Codes, the International Property Maintenance\nCode, and the International Swimming Pool and Spa Code. If City Council approves the\nattached ordinance, the most recent editions of the California construction codes with the\napplicable amendments will become effective January 1, 2026, as required by State law.\nRECOMMENDED ACTION:\n1. City Council declare that the project is not subject to CEQA in accordance with\nSections 15378 and 15061(b)(3) as the activity is covered by the general rule that\nCEQA applies only to projects which have the potential for causing significant effect\non the environment. Where it can be seen with certainty that there is no possibility\nthat the activity in question may have a significant effect on the environment, the\nactivity is not subject to CEQA; and\nStanton City Council Agenda\n2. REVIEW OF CITY POLICIES REGARDING COUNCIL-SUBMITTED AGENDA ITEMS\nAt the January 14, 2025 City Council meeting, Mayor Shawver requested to agendize an\nitem related to the process whereby the Mayor and/or Council Members can place an\nitem on a City Council meeting agenda. At its meeting of January 28, 2025, the City\nCouncil received consensus and directed staff to conduct research on the historical policy\nand procedures of the City of Stanton as well as those policies and procedures adopted\nby other cities.\nRECOMMENDED ACTION:\n1. City Council find that this item is not subject to the California Environmental Quality\nAct (“CEQA”) pursuant to State CEQA Guidelines Section 15060(c)(2)-(3), because it\nhas no potential to result in either a direct, or reasonably foreseeable indirect, physical\nchange in the environment, and is not a “project” as defined in State CEQA Guidelines,\nsection 15378\n2. To support these improvements, staff pursued grant funding for\ndesign and construction. Staff recommends awarding a Professional Services Agreement\nto PSOMAS in the amount of $648,310.00.\nRECOMMENDED ACTION:\n1. City Council declare this project to be categorically exempt under the California\nEnvironmental Quality Act, Section 15378(b)(5) – Organizational or administrative\nactivities of governments that will not result in direct or indirect physical change in the\nenvironment; and\n2. Award a professional service agreement to PSOMAS for Professional Design\nServices for the Orangewood Complete Streets Project in the amount of $648,310.00;\nand\n3. Authorize the City Manager to bind the City of Stanton and PSOMAS in an Agreement\nto provide the services; and\n4. 9E.\nAWARD A PROFESSIONAL SERVICES AGREEMENT TO ENGINEERING\nRESOURCES OF SOUTHERN CALIFORNIA, INC. FOR THE WESTERN AVENUE\nRESURFACING PROJECT AND APPROVE A COOPERATIVE AGREEMENT\nBETWEEN THE CITY OF STANTON AND THE CITY OF GARDEN GROVE\nThe City’s Annual Citywide Street Resurfacing Projects for Fiscal Years (FY) 2024-25 and\n2025-26 identify the rehabilitation of Western Avenue from Cerritos Avenue to southern\ncity limits. The City partnered with the City of Garden Grove to extend the project design\nto Chapman Avenue, and both cities have developed a cooperative agreement for the\ndesign and construction. The City’s shared cost for the design of its portion is\n$115,766.00. Staff recommends awarding the design contract to Engineering Resources\nof Southern California, Inc. (ERSC) for $144,707.00, which includes the City of Garden\nGrove’s cost share of $28,941.00, and approving the cooperative agreement.\nRECOMMENDED ACTION:\n1. City Council declare this project to be categorically exempt under the California\nEnvironmental Quality Act, Section 15378(b)(5) – Organizational or administrative\nactivities of governments that will not result in direct or indirect physical change in the\nenvironment; and\n2. Award a professional services agreement to Engineering Resources of Southern\nCalifornia, Inc. for Professional Design Services for the Western Avenue Resurfacing\nProject in the amount of $144,707.00; and\n3. 9F.\nACCEPTANCE OF THE FISCAL YEAR (FY) 2024/2025 SEWER REHABILIATION\nPROJECT (TASK CODE NO. 2025-301) BY THE CITY COUNCIL OF THE CITY OF\nSTANTON, CALIFORNIA\nThe FY 2024/2025 Sewer Rehabilitation Project consisting of cleaning the sewer lines,\ntraffic control, installing Cured-in-Place Pipe (CIPP) Liner, manhole repairs and\nadjustments, post CCTV inspection and all appurtenant work is now complete. The final\nconstruction cost for the project was $233,725.00. The City Engineer, in his judgment,\ncertifies that the work was satisfactorily completed as of September 9, 2025, and\nrecommends that the City Council accept the completed work performed on this project.\nRECOMMENDED ACTION:\n1. City Council find that this project is exempt from the California Environmental Quality\nAct (“CEQA”), Class 1, Section 15301(b) as maintenance, repair, and minor alteration\nof existing publicly owned sewerage utilities; and\n2. Accept the completion of improvements for the FY 2024/2025 Sewer Rehabilitation\nProject, as certified by the City Engineer, and affix the date of September 9, 2025, as\nthe date of completion of all work on this project; and\n3. Approve the final construction contract amount of $233,725.00 with Tunnelworks\nServices, Inc.; and\n4. Direct the City Clerk within ten (10) days from the date of acceptance to file the Notice\nof Completion with the County Clerk-Recorder of the County of Orange; and\n5. Direct City staff, after thirty-five (35) days has elapsed from the filing of the “Notice of\nCompletion” with the County Clerk-Recorder, to make the retention payment to\nTunnelworks Services, Inc. in the amount of $11,686.25.

9I.\nCONTINUE APPROPRIATIONS FOR BUDGETED ACTIVITIES THAT WERE IN\nPROCESS AS OF JUNE 30, 2025\nAt the end of each fiscal year, staff reviews the available budget balances in the operating\nbudget to determine whether any unspent budget appropriations should be carried\nforward to the subsequent fiscal year. Resolution No. 2025-21, which was approved by\nthe City Council on June 10, 2025, authorizes all appropriations for outstanding\nencumbrances, unspent operating grant funds, and projects that remain unspent as of\nJune 30, 2025, to be reappropriated to the Fiscal Year 2025/26 Operating and Capital\nBudget upon approval by the City Manager. The items listed in Attachment A require City\nCouncil approval for reappropriation to the Fiscal Year 2025/26 Operating Budget\nbecause they do not represent an outstanding encumbrance, unspent operating grant\nfunds, or unspent project funds. Therefore, staff is seeking City Council approval to\ncarryover the $1,963,196 in unspent budgeted funds to the Fiscal Year 2025/26 Operating\nBudget.\nRECOMMENDED ACTION:\n1. City Council find that this item is not subject to California Environmental Quality Act\n(“CEQA”) pursuant to Section 15378(b)(5) (Organizational or administrative activities\nof governments that will not result in direct or indirect physical changes in the\nenvironment); and\n2.
