10A. CONSIDERATION OF AN ORDINANCE TO ADOPT THE 2025 CALIFORNIA\nBUILDING STANDARDS CODE\nThe State’s Health and Safety Code requires local governments to adopt the most recent\neditions of the model codes related to construction. The construction codes include: the\nCalifornia Building, Residential, Energy, Green Building Standards, Plumbing,\nMechanical, Electrical, Fire, Wildland-Urban Interface, Existing Building, Historical,\nAdministrative, Referenced Standards Codes, the International Property Maintenance\nCode, and the International Swimming Pool and Spa Code. If City Council approves the\nattached ordinance, the most recent editions of the California construction codes with the\napplicable amendments will become effective January 1, 2026, as required by State law.\nRECOMMENDED ACTION:\n1. City Council declare that the project is not subject to CEQA in accordance with\nSections 15378 and 15061(b)(3) as the activity is covered by the general rule that\nCEQA applies only to projects which have the potential for causing significant effect\non the environment. Where it can be seen with certainty that there is no possibility\nthat the activity in question may have a significant effect on the environment, the\nactivity is not subject to CEQA; and\nStanton City Council Agenda\n2. Introduce for second reading and hold a public hearing for Ordinance No. 1164, in\naccordance with California Government Code Title 5, Division 1, Part 1, as published\nby the Building Standards Bulletin 25-02, entitled:\n“AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA AMENDING DIVISION I OF TITLE 16 AND CHAPTER 17.08\nOF TITLE 17 OF THE STANTON MUNICIPAL CODE PERTAINING TO\nTHE ADOPTION OF THE 2025 EDITION OF THE CALIFORNIA\nBUILDING STANDARDS CODE, CONSISTING OF THE CALIFORNIA\nBUILDING CODE, THE CALIFORNIA RESIDENTIAL CODE, THE\nCALIFORNIA PLUMBING CODE, THE CALIFORNIA MECHANICAL\nCODE, THE CALIFORNIA ELECTRICAL CODE, THE CALIFORNIA FIRE\nCODE, THE CALIFORNIA WILDLAND-URBAN INTERFACE CODE, THE\nCALIFORNIA ADMINISTRATIVE CODE, THE CALIFORNIA EXISTING\nBUILDING CODE, THE CALIFORNIA ENERGY CODE, THE\nCALIFORNIA HISTORICAL BUILDING CODE, AND THE CALIFORNIA\nREFERENCED STANDARDS CODE; AND THE INTERNATIONAL\nSWIMMING POOL AND SPA CODE; AND THE INTERNATIONAL\nPROPERTY MAINTENANCE CODE, WITH AMENDMENTS THERETO,\nAND MAKING FINDINGS IN SUPPORT THEREOF; and\n3. Adopt said Ordinance No. 1164.
