Acceptance of the FY 2024-25 Safe Routes to School Project (CS01E).\nEnvironmental Considerations: The proposed project is exempt from the\nCalifornia Environmental Quality Act (CEQA) pursuant to Section 15301 (c) of\nthe CEQA Guidelines. This section exempts projects characterized as minor\nalterations to public facilities, involving negligible or no expansion of the\nexisting use. New crosswalks on existing public streets meet the criteria for\nthis exemption. Contact Person: Engineer II Hekmat\nRecommended Action: 1) Authorize the filing of the Notice of Completion\n(NOC) for the subject project; 2) Authorize the release of the payment bond for\nthe subject project in full upon the recording of the Notice of Completion; 3)\nAuthorize the release of the Faithful Performance Bond for the subject project\nin full upon the recording of the Notice of Completion; 4) Authorize the release\nof the Maintenance Bond in full, one (1) year after the recording of the Notice\nof Completion; and 5) Adopt City Council Resolution No. 2025-83, titled "A\nResolution of the City Council of the City of Encinitas, California, Accepting the\nPublic Improvements for the FY 2024-25 Safe Routes to School Project" as\ncomplete to the satisfaction of the City of Encinitas.\n2025-09-24 Item 08E FY 24-25 Safe Routes to School NOC
