37.\nMain Street - Las Tunas Drive Traffic Signal Synchronization Program\nHuntington Drive to Golden West Avenue Project Construction Contract\nRecommendation: Adopt a resolution finding that the modification and\nsynchronization of traffic signals in the Cities of Alhambra, San Gabriel, and\nTemple City and in the unincorporated community of Northeast San Gabriel (1\nand 5), is of general County interest and that the County aid in the form of\nHighways-Through-Cities funds in the amount of $2,695,000 shall be provided\nto the Cities of Alhambra, San Gabriel, and Temple City to be expended in\naccordance with all applicable provisions of law relating to funds derived from\nthe Proposition C Discretionary Grant Fund and Proposition C Local Return\nFund. Approve the Main Street - Las Tunas Drive Traffic Signal\nSynchronization program - Huntington Drive to Golden West Avenue Project\n(Project) and adopt the plans and specifications that are on file for the Project\nat an estimated construction contract amount between $1,900,000 and\n$2,900,000. Advertise for bids to be received before 11:00 a.m. on October 28,\n2025. Find pursuant to California Public Contract Code, Section 3400 (c) (2),\nthat it is necessary to specify the designated items by specific brand name in\norder to match other products already in use on a particular public improvement\neither completed or in the course of completion. Find that the proposed project\nis exempt from the California Environmental Quality Act. Authorize the Director\nto take the following actions: (Department of Public Works) ADOPT 4-VOTES\nExecute funding cooperative agreements between the County and the\nCities of San Gabriel and Temple City to allow the cities to contribute\ntheir share of funding to the Project. The total Project amount is currently\nestimated to be $3,744,200 with the City of Alhambra’s share estimated\nto be $110,100, the City of San Gabriel’s share estimated to be\n$1,786,900, Temple City’s share estimated to be $1,443,600, and the\nCounty’s share estimated to be $403,600. Funding for this proposed\nproject is available in the Proposition C Local Return Fund (CN9-Capital\nAssets-Infrastructure and Services and Supplies) Fiscal Year 2025-26\nBudget. The Director may execute amendments to the agreements to\nincorporate necessary programmatic and administrative changes.\nDetermine whether the bid of the apparent responsible contractor with\nthe lowest apparent responsive bid is, in fact, responsive and, if not\nresponsive, to determine which apparent responsible contractor\nsubmitted the lowest responsive bid.\nAward and execute a construction contract for the Project to the\nresponsible contractor with the lowest responsive bid within or less than\nthe estimated cost range of $1,900,000 and $2,900,000 or that exceeds\nthe estimated cost range by no more than 15%, if additional and\nappropriate funds have been identified.\nExtend the date and time for the receipt of bids, allow substitution of\nsubcontractors and relief of bidders, approve and execute change orders\nwithin the same monetary limits delegated to the Director, accept the\nProject upon its final completion, and release retention money withheld.\n(25-5090)\nBoard Letter
