20.\nModernizing Probation Related Discretionary Funds\nRecommendation as submitted by Supervisor Horvath: Direct the Chief\nExecutive Officer, in collaboration with the Chief Probation Officer and the\nDirector of Youth Development, to report back verbally and in writing in 60 days\nto the Public Safety Cluster with a proposed new, modernized policy to govern\nthe County Delinquency Prevention Program (CDPP) and Anti-Gang funds\nincluding:\nExpansion of the funds to serve the Transition Age Youth (TAY)\npopulation, with a recommendation on age cap . Allowance of funds to be\nused toward costs not associated with direct services, such as\nadministrative costs and especially those associated with less-restrictive\nplacements and Secure Youth Treatment Facility specific step-down\nfacilities. Allowance of funds to be used towards capital projects that\nbenefit targeted population of justice-involved TAY and at-risk TAY .\nClarify that the funds continue to be divided equally amongst the\nSupervisorial Districts and made available as directed by the respective\nSupervisors.\nDirect the Chief Executive Officer to engage with Board offices to garner\nfeedback as it pertains to their relevant usage of these discretionary funds.\nInstruct the Chief Probation Officer to continue its grant-making and contracting\nprocess as usual for these discretionary funds whilst the work of this motion is\nunderway.\nDirect the Chief Executive Officer, in coordination with the Chief Probation\nOfficer and the Director of Youth Development, to bring the new policy back to\nthe Board for final approval no later than 45 days after the cluster review.\nInstruct County Counsel, in collaboration with the Chief Probation Officer, the\nChief Executive Officer, and the Director of Youth Development, to also report\nback verbally and in writing in 60 days to the Public Safety Cluster , on the\nfeasibility of transferring the administration of the CDPP and Anti-Gang funds\nfrom the Probation Department to the Department of Youth Development,\nincluding costs associated. This report and presentation should also include the\nChief Executive Officer’s analysis of the benefits and drawbacks of this\npotential transfer.
