18.\nAdvancing Housing Solutions in Unincorporated Areas of the County of\nLos Angeles\nRecommendation as submitted by Supervisors Mitchell and Hahn: Direct the\nChief Executive Officer, through the Municipal Unincorporated Area Services\nUnit, in collaboration with the Executive Director of the Los Angeles County\nDevelopment Authority, the Directors of Consumer and Business Affairs and\nHomeless Services and Housing, in coordination with the Executive Director of\nthe Homeless Initiative, Chief Executive Office, to report back to the Board in\nwriting within 60 days with an Unincorporated Area (UA) strategic plan for the\nimplementation of the Los Angeles County Affordable Housing Solutions\nAgency (LACAHSA) UA allocations with two-year and four-year timelines.\nInstruct the Executive Director of the Los Angeles County Development\nAuthority to include in the strategic plan the recommended programs and\naccompanying recommended budget allocations for the $14,356,803\ndesignated for production, preservation, and ownership (PPO) and the\n$4,228,055 PPO flexible fund. The recommended programs and budget\nallocations should include, but not be limited to, integrating a set-aside for UAs\nin the upcoming Notice of Funding Availability or into a new solicitation to\ndevelop and/or preserve affordable housing focused on UAs.\nIn creating this plan, Los Angeles County Development Authority should\nconsider how funds can support diverse housing solutions to meet the\nneeds of the constituencies across the County’s UAs. This includes, but\nis not limited to, multifamily units, permanent supportive housing,\nextending affordability covenants, acquisition and rehabilitation of\nnaturally occurring affordable housing, community land trusts, adaptive\nreuse, accessory dwelling units, preservation of mobile homes, senior\nhome repairs, or small landlord property rehabilitation programs. The\nplan should also outline potential uses of funds for rent and operating\nsubsidies or project-based rental assistance to support extremely\nlow-income households. The set aside for UAs, whether through a new\nprogram or added to existing programs, should not exclude them from\nother NOFAs or funding streams. The funding plan put forth should\naugment, not supplant, funding opportunities for affordable housing in\nUAs.\nInstruct the Director of Consumer and Business Affairs to incorporate the\n$5,000,000 in Renter Protection and Homeless Prevention (RPHP) into the\nDepartment of Consumer and Business Affairs’ Eviction Prevention and Tenant\nStabilization programs, including but not limited to, Stay Housed LA and rent\nrelief. The plan should support the County’s Right to Counsel program in UAs\nand include rental assistance not required to be tied to tenant legal services.\nInstruct the Director of Homeless Services and Housing, in coordination with\nthe Executive Officer of the Homeless Initiative, Chief Executive Office, the\nExecutive Director of the Los Angeles County Development Authority, and the\nDirector of Consumer and Business Affairs, to allocate $885,409 of LACAHSA\nUA technical assistance to fund three full-time employee positions as identified\nin the April 24, 2025, report entitled, “Report on Creation of Framework for Los\nAngeles County Affordable Housing Solutions Agency Unincorporated Funds\nAllocation.” Departments should request these positions through the County’s\nbudget cycle and report back to the Board in writing in 60 days detailing how\nthe three established positions will coordinate across Departments, share data,\nbe responsible for implementation and outcomes of the strategic plan, and\nfunction as a coordinated unit to advance a continuum of housing programs in\nUAs.\nDirect the Chief Executive Officer, through the Municipal Unincorporated Area\nServices Unit, to work in coordination with the Executive Director of the Los\nAngeles County Development Authority, the Directors of Consumer and\nBusiness Affairs, and Homeless Services and Housing, to develop an analysis\nof formula options for the aforementioned LACAHSA UA PPO, PPO Flexible,\nand RPHP funds to be distributed to each Supervisorial District and report back\nto the Board in writing within 30 days on the implications of adopting those\nformula options. The formula options should include a base amount for each\nSupervisorial District and utilize key data points such as Regional Housing\nNeeds Allocation numbers, expiring covenants of affordable housing, and\nownership rates. The Chief Executive Officer through the Municipal\nUnincorporated Area Services Unit and respective Departments’ analysis\nshould review the Measure A Local Solutions Fund proposed formulas, as well\nas the County’s Unincorporated Utility Tax formula, to inform the LACAHSA UA\nformula options and recommendations.
